ISSUE
Board approval is required for any salary adjustments to a Districtjob classification.
BACKGROUND
Land Surveyors in California are licensed through the California Department of Consumer Affairs by the
Board of Professional Engineers, Land Surveyors, and Geologists. Much like a Professional Engineer
license, the Professional Land Surveyor (PLS) license establishes a standard for minimum competency
that is critical in safeguarding the health, safety, and welfare of the public.
To be licensed, surveyors must meet stringent education and experience requirements and pass an exam
to receive their licensure. Further, their work is subject to legal requirements, standards, liability, and
consequence of error similar to that of the licensed Engineer.
Employing a licensed Land Surveyor is of critical importance to the District. A licensed surveyor must sign
off on various documents for them to be considered legal, binding, and accurate. The documents are
utilized in many areas of District operations and their accuracy is of the utmost importance, legally and
operationally.

1 n order to recognize the criticality of the license and the liability to the license holder, staff is proposing that
the Land Surveyor classification should be paid equivalent to a licensed Engineer. As the Associate
Engineer is the first class in the Engineer series at the District that requires a license, the salaries of these
classifications should be equal. Currently, the Land Surveyor classification is paid 7.2 percent less than the
Associate Engineer.
ALTERNATIVES/CONSIDERATIONS
Deny salary increase for the Land Surveyor classification.
FINANCIAL IMPACTS
If approved, the Land Surveyor class will move from a S76 ($5,241.48 - $6,347.15 bi-weekly)to S79
($5,628.16 — $6,804.50 bi-weekly). This will result in an annual cost of $14,085 including benefits at the
maximum step of the salary range.
COMMITTEE RECOMMENDATION
This matter was reviewed by the Administration Committee on May 2, 2023 and they recommended Board
approval.
