Introduction

•During the last three years, two Force
Mains (FMs) have been damaged by
contractors
•Both incidents resulted in Sanitary
Sewer Overflows (SSOs)
•The Collection System Operations (CSO)
Division has made several
improvements to prevent this from
occurring in the future
•In addition to CSO’s improvements, the
Asset Management/Geographic
Information System (GIS) and Capital
Project workgroups added additional
enhancements to protect FMs

Standard Operating Procedure (SOP)

•The SOP was reviewed and revised to place high
priorities on FMs, Recycled Water (ReW), and 15” and
greater gravity pipelines
•If Underground Service Alert (USA) request is within 50’
of a FM:
•Field visit required to review USA markings
•Determine if the FM may be impacted
•If the FM may be impacted, an additional field visit
with the CSO Field Superintendent and contractor
•Field Superintendent can escalate to CSO Division
Manager
•Continuous Improvement – pictures of FM markings
showing location will be included in GeoPortal
Staffing in Locating Section

•Modifications have been made to staffing in
the Locating section at CSO
•Prior to the incidents, the Locating section
was staffed with 1 full time employee
•Coverage for the Locating section was made
by the available Maintenance Crew Leader
(MCL)
•CSO has dedicated an additional MCL as a
permanent backup for locating requests
•The backup MCL has been given additional
6-months training via job shadowing

Asset Management / GIS

•Asset Management workgroup created
five maps that highlight the FM locations
•Maps have provided additional awareness
and the locations of our FM assets
•Maps have been installed in the CSO
hallway adjacent to the Crew Room
•FMs are now highlighted in yellow in
GeoPortal to show their importance

•In the past, it was difficult to determine the
FM locations due to being installed without
tracer wires
•CSO and Capital Projects have completed
the field locations of ALL FMs in the San
Pablo Watershed (SPW)
•Currently, the FM locations have been
temporarily marked with paint, stakes, and
green whiskers
•Pictures of all FM temporary marks have
been taken

Next Steps

•Permanently mark major FMs in SPW
•Attach location pictures to the asset in
GeoPortal
•Prioritize the marking of remaining FMs
in the Central San service area
•Permanently mark remaining FMs
•Continuous Improvement – continue to
look for improvements for locating to
protect Central San’s assets
•CSO clears approximately 30,000 USA
requests per year
