We are writing in strong opposition to the rate increase proposed by the Central Sanitary
District and would like our opposition to be noted at the public hearing scheduled for 2:30 pm
on April 201h 2023. We are joint owners of this parcel,which is our primary and only residence.
As senior citizens living on a fixed income,we have found ways to economize and stretch our
small budget in order to live within our means. The proposed increase by the Sanitary District
would add further stress to all of the senior residents of this county who are in a similar position.
We ask that senior citizens be exempted from the proposed increase.

Dear Sir/Madam,
I am writing to express my strong objection to increase the annual sewer service charges for providing maintenance and
construction of infrastructure by Central Contra Costa Sanitary District.
As a concerned citizen, I understand the importance of maintaining and improving the wastewater infrastructure for the
health and well-being of our community. However, I cannot support the agency's decision to increase the annual
charges.
As a public utility, it is your fiduciary responsibility to act as good stewards to find ways to reduce costs and increase
efficiency,without placing an undue burden on the customers. It is my understanding that the wastewater agency's
annual charges are intended to cover the cost of providing basic services,such as maintaining and repairing the
infrastructure. However,the proposed increase in charges seems excessive and disproportionate to the actual cost of
providing these services.
Furthermore, I am concerned about the impact of these increased charges on low-income families and individuals who
may struggle to pay their bills.The wastewater agency should not place an undue burden on those who are already
struggling to make ends meet.
I urge the wastewater agency to reconsider its decision to increase annual service charges and to provide a detailed
explanation of how these charges are calculated.The agency should also take into account the financial hardship that
these charges may cause for some members of our community.
Thank you for your attention to this matter. I trust that you will carefully consider my objections and take appropriate
action to address them.

Congratulations on trying to keep costs under control.
I take issue with the reduction in the fees paid by ADU's. The number of people
in an ADU does not differ that much, if at all, from 1 & 2 bedroom, 1 bath apartments.
The density figures are very similar. The occupancy density rules are likely the
same. The analysis done by Central San is flawed in my opinion.
But it is easier for you to identify ADU's than it would be to tally all the 1 and 2
bedroom, 1 bath apartments. You took the easy way out.
The rest of us are carrying additional freight for this reduction as determined by
Central San.
I also think it unfair that all the customers are not allowed to protest. Protests are
only allowed 1 per parcel. Very undemocratic. One user, one objection!

Dear Central San,
am writing to express my opposition regarding the proposed increase to
sewer service fees, due in part to the installation of an Accessory Dwelling
Unit(ADU)on my property. I read about this in the "Notice of Proposed Rate
Increases and Public Hearing at 2:30pm on April 20, 2023"that you sent in
the mail to our household recently.
originally built our ADU as an "in-law unit" to house my parents when they
visited us for summers to help take care of our young children. Now, my wife
and I are empty nesters who frequently travel. Often,we have no people at
home.We occasionally host guests in our ADU. Based on our current housing
occupancy,we aren't generating significantly more sewage as the number of
persons at our households is typically less than it was in the past. In fact, our
household practices conscientious low-waste practices such as composting,
toilet bidet usage, recycling, pre-cyling, electric cars usage, etc.
Our residence already pays our fair share for sewer services. The construction
of our ADU does not significantly increase the burden on the sewer system.
Moreover, I believe that the installation of an ADU should be encouraged by
local authorities as it is a practical solution to the current housing shortage.
Please reconsider the proposed increase in sewer service fees for ADUs.

I am writing to protest the proposed annual sewer service charge rate increases proposed for July 1,
2023 and July 1,2024.These rates are usurious and unfairly penalize owners of ADUs. An increase from
$0 to$339 and then to$353 is not precedented.A streamlined ADU in CC County has a maximum area
of 800 sq.ft.,almost 1/3 less than the typical 2,000+sq.ft.house. A typical home will have 2%baths
whereas an ADU typically has a single bath. How do you justify an almost 50%penalty to an ADU owner,
when not only is the additional sewage load not going to be anywhere near a 50%increase,but neither
is there a new connection to the sewer?I do not believe your analysis.This appears to be a money grab,
plain and simple.Meanwhile,you are reducing rates for the largest business users. I am tired of
residential and ADU owners being penalized by county bureaucrats. I am making sure my neighbors
aware of this so that we can vote appropriately during the next election.

I am writing to protest the duel action of increase the rates in 2023 and creation of a new ADU
user group.
My arguments are:
1)The proposal mixes two issues into one:i)permission to increase rates,and ii)creation of an ADU
group at 45%of single family homes.We should have the opportunity to cleanly debate and decide the
issues separately.
2)Rate Increase- It is suspicious that you need the additional funds if they can afford to lower the rates for
ADUs by 45%. I'd ask for more accounting transparency to justify this,
3)ADU Subsidy(Fairness): Raising single family home rates while creating a lower rate for ADUs is a
subsidy for ADUs paid by single family home owners. Even if one supports ADU expansion(see#4),why
should SFH residents pay more to flush their toilet?
4)ADU Subsidy(property value):The debate about ADUs expansion Is beyond the scope of this letter
But I would be remiss not to highlight that this proposal would make it cheaper to operate
an ADU(unfairly so-see#3),which encourages building an ADU.

I am writing to express my strong opposition to the proposed rate increase for homeowners.As a resident of this
community, I am deeply concerned about the financial burden this increase will place on me and my fellow
homeowners.
It is my understanding that the proposed rate increase is intended to cover the cost of infrastructure improvements
and other expenses.While I recognize the importance of maintaining and upgrading our community's infrastructure,
I do not believe that it is fair or reasonable to ask homeowners to bear the brunt of these costs.
Many of us are already struggling to make ends meet in the face of rising living expenses, and this proposed rate
increase will only exacerbate our financial hardship. I urge you to reconsider this proposal and to find a more
equitable solution that spreads the burden of these costs more fairly.

income and the left hand side of my tax bill keeps on going up. Major, major, not protected by Proposition 13.And I
can see how easily a lot of people less fortunate than myself that could be living under a bridge and out of their
homes not only increase rents and throughout the area it takes $47.00 an hour to make get an apartment for 2100
in Contra Costa County you've got to be recognizance of.The stress, the hurt coming out of the COVID pandemic,
and then you're wanting an increase And The thing is, it's not to build infrastructure. It's propagating retirement
shortfalls in your distribution. And I'm really, really upset.With another increase, I mean the left hand side of my

Thanks for the notice of proposed rate increases which I'm trying to understand.
Can you please explain the rational behind decreasing the rates for Bakeries, Breweries, Restaurants, Hotels, Motels,
etc.,which are all in the strength category of medium-high?
Also,why the decrease in rates for Apartments, Condos, etc.,yet a massive increase by 2024 for Single Family
Homes? What about retired people who want to maintain their independence by living in their homes and are on a
fixed income, can they be taken into the equation?
We respect that you held operation and maintenance costs flat for the past 8 years, however,the proposed plan
appears inequitable.
Looking forward to getting some clarification.

Hi, rate increases for Central San sounds great, I think paying higher prices for more investment in our infrastructure is a
good idea.
We are in desperate need of more housing in Central San's district.The impact fees that are charged for new
construction, including for water service,are prohibitive,especially considering the current price of labor and materials.
It would be great if the proposed rate increases could allow Central San to reduce the fees charged to construct new
housing, especially more efficient types of homes like ADU's and condos. It's also bizarre to me that you can add new
bathrooms to an existing single family home for no fee but a smaller JADU requires a fee-it seems like we should be
incentivizing the latter.
Alternatively,could you look at shifting fees for new construction so it's payable over a period of time,or can be delayed
by ten years at a high interest rate? Builders often look at the first ten or fifteen years only to determine the payback
period for a project.Shifting fees into the future would be a way to collect money from new housing without
discouraging its construction.
This topic recently came up at Walnut Creek's Housing Element hearing-while state law limits fees for certain types of
ADU's,other new structures still get prohibitive fees and it would be great to figure out how to reduce these where
possible.

I agree with Orinda's Matthew Robinson on combining the proposed rate increase with what I see an
effectively a subsidy of ADUs and oppose that action.
Yes,I'm aware that sewer rates are tiered for reasonable causes and that ADU's may or may not require
separate sewer laterals but I'm not supporting this combination nor the imposition of ADUs In the first
place.

We found the notice to be informative and interesting but are wondering how you measure or calculate the HCF
discharge volume for commercial and non-residential customers? For example, in one paragraph you mention a bakery
discharging 250 HCF per year. How was that measured or calculated?
What is the estimated or average HCF value for a single family home?
