HR Report- First Quarter 2023 April 20, 2023 Special Board Meeting Agenda Packet- Page 712 of 724 Page 2 of 6 Attachment 1 Board Meeting of April 20, 2023 General Manager Written Announcements NOTICE OF NEW DATES FOR PUBLIC HEARINGS 1) Public Hearing to Amend District Code Section 6.12.030 and Exhibit A to Ordinance No. 324, Schedule of Capacity Fees Rescheduled to May 4, 2023 In order to amend the District Code and update the schedule of Capacity Fees, a supermajority vote of the Board Members (4 affirmative votes) is required. The public hearing that was to be held on April 6, 2023 was not able to proceed due to a lack of required members present to vote. Instead, the public hearing has been rescheduled for the May 4, 2023 Board meeting and will be noticed accordingly in the Contra Costa Times and San Ramon Valley Times circulation areas of the East Bay Times as a courtesy to the public. 2) Public Hearing to Conduct Annual Review of Central San Board Member Compensation and Benefits and Consider Amending District Code Section 2.04.030 Continued to May 4, 2023 At the April 6, 2023 Board meeting, the Members voted to continue the public hearing in order to include other members in the discussion. Additionally, and similar to the announcement above, should the Board decide to amend the District Code to amend the compensation, a larger affirmative vote structure will be needed. The public hearing has been rescheduled as part of the May 4, 2023 Board meeting and will also be noticed accordingly in the Contra Costa Times and San Ramon Valley Times circulation areas of the East Bay Times as a courtesy to the public. HUMAN RESOURCES 3) Update on Personnel Actions — First Quarter 2023 Attachment 2 provides the Human Resources report covering personnel actions for January 1 through March 31, 2023. April 20, 2023 Special Board Meeting Agenda Packet- Page 713 of 724 Page 3 of 6 Written Announcements April 20, 2023 Page 2 of 4 OUT-OF-STATE CONFERENCE ATTENDANCE 4) Land Surveyor Greg St. John to attend 2023 Carlson Software User Conference in Maysville, Kentucky, May 2-4, 2023 Land Surveyor Greg St. John will attend the 2023 Carlson Software User Conference in Maysville, Kentucky from Tuesday, May 2 through Thursday, May 4, 2023. Carlson is the AutoCAD software platform that the Collection System Program uses to generate engineering plan sets. Mr. St John will be learning tools to optimize the design and construction process for Capital Projects. Staff attendance at this conference is included in the Fiscal Year 2022-23 Technical Training, Conferences, and Meetings budget. PROJECT UPDATES 5) Public Bidding of Aeration Basins Diffuser Replacement, Phase 1, District Project 100019 The Aeration Basins Diffuser Replacement, Phase 1 project will replace and rehabilitate critical equipment and assets in the Aeration Basins that are nearing the end of their life cycle. The new system is being designed to increase efficiency, meet projected increases in wet weather flow, and coordinated for potential future regulations. The scope of work includes mechanical and concrete demolition, installation of a District purchased diffuser system, mixer upgrades, aeration piping replacement, concrete floor replacement, and electrical work. The work in Phase 1 pertains to half of the aeration basins and a second phase will address the remaining tanks. This project will be advertised on May 1 and May 8, 2023. Bids are scheduled to be opened on June 6, 2023. The Engineer's estimate is $17 million. More information will be presented when the Board is asked to award the construction contract on July 20, 2023. CONTRACTS & AGREEMENTS — QUARTERLY UPDATE 6) General Manager Authorized Contracts, Agreements, Etc. — First Quarter 2023 The Board delegated various authorities to the General Manager via Board Policy No. BP 037 — Delegation of Authority to General Manager, including the ability to enter into certain agreements and contracts on behalf of the District. Additionally, the Board requested an announcement when construction projects have been accepted, which occurs when the Notice of Completion is recorded with the County Recorder's Office. The Board also requested notification of certain legal claim settlements.
