ISSUE
Approve request to reclassify Director of Finance and Administration to Deputy General Manager
BACKGROUND
Due to the recent retirement of the Director of Operations as well as the preceding departure of the
Director of Engineering, an evaluation of the District's needs and organizational structure was undertaken
in order to determine the most effective and efficient staffing plan moving forward. As a result of that
review, it was determined that two Deputy General Manager positions would be in the best interest of the
District and its operations. One Deputy General Manager position will oversee Engineering and
Operations. As such, the Director of Operations position will not be filled at this time. The other Deputy
General Manager will oversee Finance and Administration. This request would reclassify the current
Director of Finance and Administration, Phillip Leiber, to the Deputy General Manager position, effectively
eliminating the Director position.
This reclassification is warranted as Mr. Lieber plays an important role in assisting the General Manager in
overseeing District Operations. He serves as a key member of the executive team and assists in
developing and implementing overall District policies, goals, and objectives as adopted by the Board of
Directors and in alignment with the District's strategic plan. Further, Mr. Lieber has been instrumental in

advising the General Manager on matters with significant policy, fiscal, and regulatory impact, and he
formulates sound policy recommendations for the Board of Directors on behalf of the General Manager.
Additionally, with these current reorganization efforts, there will be other changes that will expand Mr.
Leiber's breadth and scope of responsibilities.
ALTERNATIVES/CONSIDERATIONS
Do not approve the reclassification of the Director of Finance and Administration to Deputy General
Manager.
FINANCIAL IMPACTS
Approval of the reclassification of Mr. Leiber from the Director of Finance and Administration to Deputy
General Manager will result in an annual cost of $40,437.38 including benefits at the maximum step of the
salary range.
COMMITTEE RECOMMENDATION
This matter was not reviewed by a Board Committee.
RECOMMENDED BOARD ACTION
Approve the Human Resources recommendation to reclassify the position of Director of Finance and
Administration and incumbent Philip Leiber to Deputy General Manager.
