As approved at the March 30 Special Meeting, the Board selected to interview four candidates for the
Division 3 vacancy position. The following candidates were selected: Florence Wedington, Kathleen
Odne, Scott Rafferty and Mona Gupta.
Based on the random draw of names at the March 30 Special Board Meeting, the interview schedule for
April 4 in the Board Room at 5019 Imhoff Place, Martinez, CA 94553 is as follows:

Statement of Interest
Mona Gupta
Water management is an integral part of our community's long-term sustainability. Our
actions today will have a drastic effect on Contra Costa for the next 50 years. Central San plays
a crucial role. I see great potential in Central San's ability to lead in the next generation of
projects and improvements. The board has been progressive and innovative since its inception,
expanding their sphere of influence to projects like Household Hazardous Waste, recycled
water, and community outreach. I want to advance the utility's recycled water program,
accomplish indirect/direct potable reuse projects with EBMUD, and decarbonize Central San.
would be the best candidate for this seat for a variety of reasons. Firstly, my education
and subsequent experience have taught me numerous practical skills necessary for an effective
board. I have an engineering degree from UC Berkeley, a deep expertise in software
engineering, and growing interdisciplinary skills in management, sustainability, and climate
change. I am well-versed in building consensus and trust. I have a data-driven approach to
decision-making which is necessary when dealing with issues at a large scale. I listen to all
viewpoints and seek out additional information to gather the information needed to make an
informed decision. Most importantly, I will synthesize that information and use our shared values
as a compass to reach a rational and transparent decision.
Second, I represent our diverse community through multiple facets: race, gender, age,
and educational background. I am a second-generation immigrant from India, and will represent
the thirty-seven percent of Walnut Creek residents with an ethnic background that is not white. I
am a millennial, the largest generation in the US that will be leading the country for decades to
come. I have different lived experiences, growing up in an agriculture community in Bakersfield,
plus a decade in five different cities around the bay.
Finally, I am a very quick learner with unmatched motivation. In the 2050s, I will reach
retirement age and my future children will be in the prime of their life. Many of the most drastic
effects of climate change are projected to begin in this decade. I want to build a better world
now so that we may be prepared for this future. This past August I left my lucrative job in
software engineering to focus on fighting the climate change emergency. I earned my
Permaculture Design Certification in 2021,which has a major focus on sustainable water
systems. I am continuing to learn rapidly through horticulture and sustainable water
management courses at Diablo Valley College, researching current and past California water

policy, and preparing to attend UC Davis for a Masters or PhD in Hydrology. Tactically, I will
learn the business by working with other board members and staff, attending conferences, and
networking with other wastewater agencies.
I am committed to building Central San into a Utility of the Future to lead the way on
equitable solutions towards a more abundant and safe world. I would be honored to serve on
the board.

BIO - KATHLEEN ODNE
Kathleen Odne was the Executive Director of the Dean & Margaret Lesher
Foundation, a family foundation making grants in northern California, from 1994-
2017. She now serves on their board of trustees. In February 2019, Kathleen was
asked to serve as the interim Executive Director of the California Association
of Food Banks in Oakland, a critically important nonprofit dedicated to
reducing hunger for the 1 in 7 Californians who experience food insecurity
every day.
Kathleen has served on the board of the Council on Foundations, National
Center for Family Philanthropy, Exponent Philanthropy and Northern
California Grantmakers. Kathleen is a founding member of the Funders Forum
of Contra Costa, an affinity group of funders in the East Bay, and was a
member of the Advisory Council for the Foundation Center in San Francisco.
She is a past chair of the Committee on Family Philanthropy at the Council on
Foundations which developed the Stewardship Principles for Family
Foundations.
In her community, she is currently serving on the boards of John Muir Health
and the Lesher Foundation and has also served on the boards of Walnut
Creek Chamber of Commerce and De La Salle High School. She attended the
United Nations Conference on Women as a delegate in Beijing, China, and
received the Distinguished Alumni Award from Indiana University in 2018. A
native of Chicago, she holds a B.A. in Political Science from the University of
Illinois and an M.A. in Philanthropic Studies from the Center on Philanthropy
at Indiana University. Kathleen lives in Walnut Creek with her husband, John,
and has three grown sons.

Kathleen Odne
I bring an extensive amount of experience and commitment to our local communities. I worked
deeply within Contra Costa County for more than 20 years as the Executive Director of the
Lesher Foundation. That work enabled me to work in partnership with hundreds of nonprofit
organizations dedicated to improving the quality of life in our region. My understanding of the
many different cultures and populations that encompass Contra Costa in 2023 was honed over
my professional career, as well as my extensive volunteer work. The diversity that marks our
region is one of it's many strengths.
I am the immediate past Chair of the John Muir Health Board of Directors and am serving my
final year on that board (due to term limits). My deep understanding of good governance and
strategic board service propel me to consider another position where I can continue to serve
the public. I am a 40-year Walnut Creek resident-and customer of Central San-and consider
water reclamation and safety a key public health indicator.
In considering whether to apply for this open board position, I noted with interest the Goals in
the current Central San Strategic Plan. Customer Focus and Community are two of my passions
and I welcome the opportunity to provide continued focus on these two critical stakeholders.
Environmental Stewardship is a shared commitment (or should be) between all of us who
recognize our responsibility to stop environmental degradation. Workforce Diversity and
Development is a value that I have practiced for many years, particularly when I was heading
the California Association of Food Banks. John Muir Health is one of the largest employers in
the county and the board has led our efforts to embrace a stronger and more inclusive DEI
culture within the health system and beyond. Governance and Fiscal Responsibility is an area
of particular expertise. Managing a $100M foundation dedicated to the public good required
strong oversight and attention to detail. I have chaired several Governance Committees in my
nonprofit volunteer life and I am very clear on the difference between governance and
management. Safety and Security requires an understanding of how rapidly the landscape of
external threats is emerging and changing. Boards must continually learn and adapt to protect
the institutions they serve. Finally,Innovation and Agility is a value that all high-performing
boards must embrace. The pace of change and new technologies require that board members
commit to a nimble and forward-looking approach to governance. The ability to pivot when
presented with new opportunities is key in a dynamic future.

I would bring the expertise and perspective of an attorney to the board, especially
since I specialize in administrative and public utility law. I also have extensive
experience as an expert witness in utility ratecases and reorganization proceedings.
At Princeton, Yale, and Oxford, I engaged in quantitative analyses focused on racial equity in
housing, government programs, and voting rights. I was counsel to two national party reform
commissions focused on implementing affirmative action.
I have a longstanding commitment to the California environment and involvement in
water policy, going back to advocacy for roadless designations in the Sierras and for
flood control alternatives to the proposed Auburn Dam in the 199Os.
My wife, two daughters and I have lived in Contra Costa County for 12 years.

I write to ask that the Board entrust me to represent all the residents of Division
3, including communities that have not traditionally influenced this District and other
elected bodies,until the voters have an opportunity to elect a successor to the late David
Williams at the next general election.
As an alumnus of Central San Academy, I have a strong understanding of the
role of the district and an appreciation of the issues that it faces. My background as an
attorney, regulatory economist, and management consultant will add strength and
diversity to the current board. The Board operates as a team, coordinating closely with
the general manager and staff. I have already assisted the Board on a volunteer basis
during its implementation of area elections. If appointed, I will work as full member of
Central San's leadership team, bringing additional perspectives grounded in my
professional training and career experiences.
Much of my career as an attorney has involved public and administrative law,
which will provide an important perspective to the Board especially if opportunities to
work with other public entities emerge. During the Obama Administration, I served as
research director for the Administrative Conference of the U.S., a federal agency tasked
with developing best practices that improve the fairness and efficiency of government
procedures. I also have experience in employment discrimination and whistleblower
law, so I can be a resource to the district counsel in these areas. As the Board selects a
successor to Mr. Alm, I would add perspectives to the Board's specification and review
of candidate qualifications.
I have worked with ten state governments as a regulatory economist, testifying
in rate cases and other proceedings before utility commissions, usually on behalf of the

official advocate for consumer interests.' Although the ratemaking process conducted
by sanitary districts differs in important respects, I am well qualified to assist the Board
in evaluating the technical merits of cost-of-service studies. My experience could also
help the Board enhance its evaluation of the impact of its decisions on the users of its
services and their likely reactions.
As a management consultant at McKinsey&Co., I focused on organizational
effectiveness, including corporate structure and staff efficiency. The clients were very
different, but some skills that I developed in this practice are relevant to Central San.
Employee development is especially critical to public entities, which can be limited in
their ability to implement either positive financial incentives or termination procedures.
Mentoring employees and increasing job satisfaction are critical to retaining and
improving high-quality management and increasing the efficiency of line operations. I
can support and enhance Central San's efforts to invest in enhancing the quality and job
satisfaction of its employees.
I will not come to the Board with any agenda for immediate change. As an
Academy alumnus, I understand the limits placed on the scope and scale of its
operation, and its successes that it has achieved within its assigned domain. I know
that the management is trying very hard to collaborate with related agencies. Reforms
that we all know would be environmentally desirable are so prohibitively expensive
and politically complex that any action affecting Central San appears impossible in the
short term. Yet, we also know that the current regime of water rights and the system
for distributing, managing, and recycling water in California is not sustainable in the
long run. The district must always be prepared for change. Fundamental
transformation may not be imminent, but when it does happen, the timing and pace of
reform will likely be unanticipated. The diversity of education, skills, experience, and
vision that I offer will be especially valuable to the Board in this environment of hidden
uncertainty.
The Board should work as a team to mentor advocates in communities whose
needs have not historically been fully understood or addressed by elected officials. The
Academy was a pioneering step toward that engagement. Our county's move to
district elections can also provide minority and immigrant neighborhoods have greater
influence. But these reforms will not fully succeed until these communities actually

interest that Central San serves have a truly equal and informed opportunity to
promote their own candidates of choice for the next election.

I've lived in the City of Walnut Creek for over 30 years and I'm a lifelong environmentalist..I
graduated from the University of California at Berkeley with a Bachelor of Science degree in
Civil Engineering with an environmental emphasis.My career has been devoted to protecting the
environment including jobs in hazardous waste management,water and wastewater treatment,
and expanding recycled water use. i currently manage the Office of Water Recycling at East
Bay Municipal Utility District(EBMUD).I'm committed to advancing the use of recycled water
for both potable and non-potable purposes.
I'm passionate about protecting public health and the environment,and I know that wastewater
treatment plants play a big role in both.With ever-changing regulations,it's important that
wastewater treatment plants continue to comply.I'm aware that nutrients and contaminants of
emerging concern,such as PFAS and microplastics,are just some of the areas where regulations
are likely to have an impact on wastewater treatment plants.It's also important to consider ways
to reduce environmental impacts and greenhouse gas emissions.Planning ahead,collaborating
with other agencies,and putting the right policies in place is a necessity for staying in
compliance,expanding recycled water use,and becoming carbon neutral.In addition to planning
ahead,it's important to manage costs and keep rates down by seeking grant funding
opportunities.In my current role,I've been instrumental in securing over$20 million in grant
funding for recycled water projects.
Central San is a well-run organization that's been recognized for processing wastewater without
a discharge permit violation for over 2 decades,for excellence in financial reporting and
procurement,and for innovative education and communications programs. I'm very interested in
this appointment because Central San's core mission(protecting public health and the
environment,increasing use of recycled water,staying in compliance,maintaining infrastructure,
etc.) aligns well with the things that I'm passionate about and it would allow me to take
advantage of my areas of expertise.While I'm an engineer in the water/wastewater industry and I
know the business well,I'm looking forward to making a difference at the leadership level,
providing policy-level guidance for the very capable staff of Central San.
My background in the industry,my passion for the environment,my love for my community,
and my desire to work in public service at a leadership level make me the ideal candidate for this
open Board position.I can hit the ground running and provide a fresh perspective.
