Dear CCCSD Board of Directors,
Please accept this letter and the accompanying resume as part of my application
for the open director's position on the board.
I'm applying for the position because CCCSD maintains one of the critical
infrastructures of modern civilization. And I believe CCCSD is at the forefront of
some exciting projects that will greatly benefit the public. First, it is a leader in
water reclamation, a critical component of addressing shortages in one of our
most important resources, fresh water. Second, it can play an important role in
monitoring the health of the community by analyzing its wastewater.
I think I would be a good choice to fill the board seat because I understand the
dynamics of how boards work. I was elected to the board of the Golden
Rain Foundation of Walnut Creek (Rossmoor), a nine-member board, for 6 years. I
was unanimously elected GRF board president 3 years in a row. The first time that
had happened in the 58 years of the foundation's existence. The GRF board
oversees an annual operations budget of approximately $24 million dollars and an
annual capital budget of around $4 million dollars. There are approximately 235
employees.
As president I worked closely with the CEO/General Manager on legal, budgetary,
interagency, policy and personnel issues. Each year I chose members of seven
standing and multiple ad hoc committees. Several large, multi-year infrastructure
projects were started and successfully completed while I was president.
I understand the importance of listening to all parties in a discussion. As the
chairman of the Avery/Hathaway Pines Planning Committee appointed by the
Calaveras Board of Supervisors I needed to listen to all stakeholders and produce a
specific plan to be incorporated into the county general plan. That involved
dealing with county planning staff, the board of supervisors, ranchers, business
owners, conservationists, and homeowners. We succeeded and our plan was
incorporated into the general plan.

From 1971 until 2019 1 founded and operated several small businesses in the East
Bay that at one time employed 160 people with annual revenues of over $9
million dollars in today's dollars.
At UC Berkeley I was in the first class in the College of Agriculture to major in
Conservation of Natural Resources. In 1974 the Colleges of Agriculture and
Forestry became the College of Natural Resources. I served on the College of
Natural Resources Alumni Advisory Board from 2012 until 2022 and I have some
excellent contacts at UC Berkeley if they might prove useful.
In closing I'd like to say it would be an honor to serve on the board of CCCSD and
hope I have an opportunity to talk with you about the position.
