The primary objective of the Environment, Health & Safety (EH&S) Program is to reduce
injuries, accidents, and environmental impact while ensuring compliance. We achieve
this by providing high quality training, comprehensive workplace evaluation, incident
response and investigation, hazardous materials management from acquisition to
disposal, and by managing regulatory information.
The EH&S workgroup understands that to maintain an effective District -wide EH&S
Program, it needs the continued support and commitment of Central Contra Costa
Sanitary District's (Central San) management and the participation of all workgroups.
The EH&S workgroup will continue to work closely with both groups to foster and
maintain this support.

EH&S Program
Injury/Illness Analysis
Central San incurred 10 Occupational Safety and Health Administration (OSHA)
Recordable Injury/Illness cases and six first aid only cases during the 2022 Calendar
Year (CY) 2022 (see Graph 1). The recordable cases consisted of five lost time, three
restricted work time, and two medical only cases. There was an increase from five to 10
recordable cases (+200%) from the CY 2021 to CY 2022.
The EH&S workgroup continues to encourage employee reporting of first aid only
injuries/illnesses and near -misses. The EH&S workgroup uses this data to help identify
and correct hazards in the workplace that could result in a recordable injury, as well as
tailor safety training to address these hazards.

The total number of lost workdays increased from 24 to 86 (258%) from CY 2021 to CY
2022 (see Graph 2). The total number of restricted workdays increased from 14 to 191
(1264%) from CY 2021 to CY 2022 (see Graph 3). EH&S continues to concentrate on
accident causation and directed training. These efforts have kept the number of
recordable injuries low and the severity of days remains at 8.6 days/claim. The number
of restricted workdays increased from 14 to 191 days with the severity of 19.1
days/claim.

The leading mechanisms of injuries/illnesses at Central San during CY 2022 was
contact with objects and equipment accounting for 50% of the incidents, followed by
overexertion or bodily reaction accounting for an additional 40% (Graph 4).

The most common type of injury were strains, which accounts for 50% of all injuries.
The second most common injury were contusions accounting for 40% (Graph 5). Two of
the CY 2022 injuries were associated with common activities, equipment, or
procedures.
The EH&S workgroup will target contusion as well as strain/sprain related injuries while
conducting classes in the CY 2022 training schedule. The common causes for these
injuries are related to struck-by/against and lifting/lowering/pushing/pulling (Graph 6).
The most common injured body parts are (Graph 7):

Incident Rates
Central San's Incident Rates are calculated using the injuries recorded on the
California Occupational Safety and Health Administration (CalOSHA) 300 Log Form
each calendar year. The rates vary from year to year due to the frequency and severity
of the injuries occurring and by the number of hours worked (exposure time).

The EH&S Workgroup's goal is to meet or exceed industry safety standards by
achieving a Bureau of Labor Statistics (BLS) industry injury rate that is lower when
compared to other California and Bay Area sanitary districts.
The recordable rate for CY 2021 is 3.9, which is higher than the CY 2021 rate of 2.0,
due to the increased number of recordable claims in 2022. Central San's recordable
rate is below the BLS rate for California's Water/Sewage Systems at 3.9 versus 4.1
(-5.1 %). However, both the Days Away rate and Restricted Time rate are slightly above
the BLS rates.
The EH&S workgroup continues the successful implementation of the Central San
Return-to-Work/Interactive Process Program that places employees back on the job
with modifications or job reassignment instead of resulting lost workdays. This provides
an opportunity for the employee to work -harden and remain a part of the Central San
culture while recovering from their injury/illness.
Previously, the Board requested comparisons of Central San to other industries. BLS
rates were pulled from 2021 for California Local Government Sewage Treatment
Facilities as well as California Private Water/Sewer Structure Construction Companies.
These local governments include cities, counties, community service districts, etc. who
perform wastewater treatment plant operations. California Private Water/Sewer
Structure Construction Companies perform new and renovation services in the
distribution and collection systems of all water/wastewater providers.

Central San's Incident Rate is 44% lower than the rate of the Local Government —
Sewage Treatment Facilities. Additionally, the Days Away/Restricted Time rate is 45%
less in comparison at 3.1 and 5.6, respectively.
Safety Training
The EH&S workgroup is responsible for assessing Central San's safety training needs,
developing and coordinating safety training programs, and monitoring and evaluating
the effectiveness of the programs. During CY 2020, the EH&S workgroup implemented
Online Safety Training Coursework through Target Solutions. Employees completed
3,758 individual Safety Training Courses encompassing 3999.56 hours. Examples of

CY 2022 EH&S Accomplishments
In CY 2022, the following Safety accomplishments were achieved:
• Responded to Local and National Emergencies:
1. COVID-19 Pandemic— Ongoing
• Maintained and updated COVID-19 Exposure Prevention Plan
• Set-up and conducted bi-weekly COVID-19 testing for non -
vaccinated employees

• Hosted COVID-19 and flu vaccinate booster clinic for all employees
and family members
• Conducted Contact Tracing for 214 COVID-19 positive cases and
outbreak reporting to Contra Costa Health Services
• Witnessed 450 five-day Return -to -Office COVID-19 tests via Teams
• Coordinated disinfection of workplace locations impacted by
COVID-19 infected employees
• Quick response to open actions items within the District Safety Committee. The
District Safety Committee received thirteen Safety Suggestions in the past year.
The current timeframe for an open action item is less than 60 days.
• 1 - First Level (High Frequency/Severity)
• 3 - Second Level (Low Frequency/Severity)
• Plant Maintenance completed 73 Safety Work Orders
• Worked closely with Capital Projects to provide design reviews, submittal
reviews, contractor orientations, and construction safety oversight
• Conducted 12 Contractor Pre-con/Safety Orientations
• Conducted 77 Design and Safety Submittal Reviews/Shutdown Requests
• Attended 189 Construction Progress Meetings
• Administration and Engineering Departments went the entire CY 2022 with zero
lost workdays and has not incurred a lost time incident since February 12, 2016
• Plant Operations Department went 789 days with zero lost workdays from July 3,
2020 to August 20, 2022
• Collection Systems Division has gone 345 days since the last lost time incident in
CY 2022 on January 21, 2022
• Maintained Hazardous Materials Program/DTSC/EPA for Treatment Plant and
Collection System Facilities
• Developed Ergonomic and Safety Checklist for Telework Program Agreement
• Conducted 43 Interactive Process Meetings for individual with Work Restrictions
due to work -related and non -work -related injuries or illnesses
2023 Goals and Objectives for the EH&S Workgroup
• Continue improving customer service through:
• Increased visibility in contractor project oversight/design reviews
• Participation in a greater number of tailgate meetings
• Increased job worksite and facility inspections
Continue monitoring safety metrics, including both leading and lagging indicators
to identify trends (incident reports, first aids only, near misses, inspection
findings, etc.)

• Maximize employee safety by continuously updating and implementing the
COVID-19 Exposure Prevention Plan to match the changing guidelines from the
CDC and OSHA
• Work closely with management and staff to ensure employee safety and
continuity of operations during the pandemic

Treatment Plant
• Continue involvement in the design, planning and safety oversight of construction

2022 Accomplishments
Worked closely with management and staff to ensure
employee safety and continuity of operations during the
transition back into the office.
Monitored and reviewed contractor COVID-19 protocols and
symptom monitoring for Capital Projects.
Monitored and observed COVID-19 antigen testing for close
contact exposures and for return -to -work. Coordinated PCR
Testing unvaccinated employees.
Managed the Interactive Process for industrial and non-
industrial injuries.
2022 Accomplishments
Contact tracing for COVID-19 positive personnel during
Omicron BA.5, BQ.1.1 & XBB.1.5 surges.
Provided safety training options on Target Solutions to ensure
employees were able to complete their mandated safety
training and new training associated with COVID-1 9.
Continued to provide enhanced customer service:

working in the Treatment Plant.
Continue involvement in the design, planning and safety oversight
of construction projects.
Reinstate in -person Environment, Health & Safety training which
focuses on District -specific Safety Directives, processes, and
hazards.
