ISSUE
On February 15, 2023, six sealed bids were received and opened for the construction of the RAS Piping
Renovations, District Project 100051 (Project). The Board of Directors (Board) must consider award of
the contract or reject bids within 50 days of the bid opening. Authorization is also required for the General
Manager to execute the Contract Documents.
BACKGROUND
This project is intended to improve the reliability of the RAS system within the treatment plant due to aging
piping and to reduce the risk of failure associated with deteriorated piping that is partially submerged in the
final effluent channel. The work generally consists of the replacement of several segments of RAS piping,

temporary systems to continue operations, removal of abandoned piping and appurtenances, and other
piping improvements. The Project is located within the Treatment Plant, as presented in Attachment 1,
Location Map.
Central San and HDR Engineering, Inc. (HDR) prepared the plans and specifications for the Project. The
Engineer's Estimate for the construction is $2,000,000. This Project was advertised on January 16 and
January 23, 2023. Six sealed bids ranging from $1,283,200 to $2,421,000 were received and publicly
opened on February 15, 2023. A summary of bids received is shown in Attachment 2. The Capital
Projects division conducted a technical and commercial review of the bids and determined that GSE
Construction Company, Inc. (GSE) is the lowest responsive and responsible bidder. References were
provided for GSE, and staff received satisfactory feedback. GSE notified staff that they have reviewed
their bid and found no errors within their bid pricing, which is roughly$300,000 lower than the second
bidder. GSE plans to perform the majority of the work, including the temporary piping systems that many of
the other bidders used subcontractors; thus, lower pricing should be expected.
Central San will administer the construction contract and provide administration, inspection, survey, and
office engineering. Consultants will provide construction inspection services and submittal review to
supplement staff on an as-needed basis. HDR is the project designer, and staff will issue an agreement
amendment for engineering service during construction within the General Manager's delegated authority.
California Environmental Quality Act (CEQA):
Staff has concluded that this Project is exempt from the California Environmental Quality Act (CEQA)
under Central San's CEQA Guidelines Section 15301 since it involves minor alterations to existing public
facilities involving no expansion of use. Approval of this Project will establish the Board of Directors'
independent finding that this Project is exempt from CEQA.
ALTERNATIVES/CONSIDERATIONS
Staff is currently working with HDR and originally had planned to perform the Project scope under the
Aeration Basins Diffuser Replacement and Seismic Upgrades project. However, due to construction
constraints and sequencing, staff decided to bid the work separately to help construct both projects. An
alternative would be to reject bids, which is not recommended since the Project received great bid pricing,
and to reduce potential construction issues.
FINANCIAL IMPACTS
The total estimated project cost is $2,018,200. This includes design, the construction contract,
contingency, staff time, and third-party services. Staff recommends a 25-percent contingency for this
Project due to the potential for additional unforeseen demolition and repair work around the aeration basins
and to repair other piping that may be in need of replacement once inspected. See Attachment 3 for a
budget summary for the Project.
This Project will be funded by the Aeration Basins Diffuser Replacement and Seismic Upgrades, District
Project 100019, included in the Fiscal Year(FY) 2022-23 Capital I mprovement Budget (Cl B) on page
255 with a total estimated project budget of $61,300,000 and has adequate funding for the next fiscal year.
COMMITTEE RECOMMENDATION
The Engineering and Operations Committee reviewed this matter at its meeting on March 13, 2023. The
Committee provided input to staff and requested an updated Position Paper be provided in advance of the
meeting for consideration. Lastly, the Committee recommended Board approval.

RECOMMENDED BOARD ACTION
Staff recommends the following:
1. Find that the Project is exempt from CEQA,
2. Award a construction contract in the amount of$1,283,200 for the construction of the RAS Piping
Renovations, District Project 100051, to GSE Construction Company, Inc., the lowest responsive
and responsible bidder; and
3. Authorize the General Manager to execute the Contract Documents subject to submittal
requirements.
