Energy Usage - December 2022 February 23, 2023 Special Board Meeting Agenda Packet- Page 85 of 122 Page 2 of 5 Attachment 1 Board Meeting of February 23, 2023 General Manager Written Announcements ENERGY CONSUMPTION 1) Fourth Quarter Update on Central San's Energy Usage Central San actively tracks greenhouse (GHG) emissions to optimize the use of energy at its facilities in the most cost-effective and environmentally responsible manner. Attachment 2 provides an energy dashboard that contains a breakdown of Central San's energy usage for the month of December 2022 along with a comparison of the energy used during the fourth quarter of the calendar year. The chart shows the cost breakdown of Pacific Gas and Electric (PG&E) and Marin Clean Energy (MCE) electricity. ENVIRONMENTAL COMPLIANCE 2) 2022 Title V Clean Air Act Annual Report Submitted Central San's Treatment Plant operates under two air quality permits: the annual Permit- to-Operate (PTO) issued and enforced by the Bay Area Air Quality Management District (BAAQMD), and the five-year Federal Title V Major Facility Air Permit (Title V Permit) issued and enforced by both BAAQMD and the United States Environmental Protection Agency. Central San is required to prepare a comprehensive report annually, summarizing its compliance status for both the Title V Permit and the PTO. During the reporting year of 2022, Central San complied with all Title V and PTO permit requirements except for four compliance deviations: a bypass event on Furnace 2, an opacity deviation on Furnace 2, an inoperative monitor occurrence on the Cogeneration nitrogen oxides monitor, and an inoperative monitor occurrence on the Auxiliary Boiler 1 landfill gas flowmeter. BAAQMD issued one Notice of Violation in 2022 for the Furnace 2 bypass event. Regulatory Compliance staff works closely with the Operations and Maintenance divisions to identify the root cause of each compliance deviation, implement any necessary corrective actions, and communicate the findings and response actions to BAAQMD. The 2022 Title V Clean Air Act Annual Report was submitted to BAAQMD by January 27, 2023. A copy of the report is available upon request from Central San's Secretary of the District. February 23, 2023 Special Board Meeting Agenda Packet- Page 86 of 122 Page 3 of 5 Written Announcements February 23, 2023 Page 2 of 3 HUMAN RESOURCES 3) Central San Welcomes New Staff Engineer Alejandro Lanza Please welcome Alejandro Lanza as the new Staff Engineer, effective February 6, in the Reliability Engineering Group. Alejandro received a Bachelor of Science degree in Mechanical Aerospace Engineering from UC San Diego in 2021 and previously interned at Central San for the Mechanical Maintenance and Reliability Engineering divisions. While interning for Central San, he demonstrated a strong work ethic and contributed to building a positive work environment. We are excited to have him as part of the team. OUT-OF-STATE TRAVEL 4) Training Attendance at AVO Training Institute in Dallas, Texas — February 27 through March 2, 2023 Electrical Technician Eric Goin will attend an AVO Training Institute course on Battery Maintenance and Testing from February 27 through March 2, 2023 in Dallas, Texas. The training covers battery systems in substations, power plants, and other systems that require emergency direct current power. The course provides an understanding of battery backup failures such as excessive or micro cycling, improper charging, poor temperature control, installation errors, manufacturing deficiencies, and operational errors. The course also includes battery and battery room safety requirements and inspection methods. Adequate funds are available in the Plant Maintenance Division's Fiscal Year 2022-23 Technical Training, Conferences, and Meetings Budget. 5) Attendance at the Water & Wastewater Leadership Center Class in Chapel Hill, North Carolina — March 12-23, 2023 Environmental and Regulatory Compliance Division Manager Lori Schectel was accepted to the 2023 Water & Wastewater Leadership Center's residential executive education program, March 12-23, at the Kenan-Flagler Business School at the University of North Carolina-Chapel Hill. The curriculum is comprised of an intensive 11-day residential training program tailored specifically to the water and wastewater industry. Sufficient funds are available in the Fiscal Year 2022-23 Engineering Department training and professional expense budget. February 23, 2023 Special Board Meeting Agenda Packet- Page 87 of 122 Page 4 of 5 Written Announcements February 23, 2023 Page 3 of 3 PUBLIC OUTREACH 6) Citizens' Academy (Central San Academy) 2023 Session Underway After a four-year hiatus due to the pandemic, Central San is excited to host its fifth session of its citizens' Central San Academy, which held its first class on February 21. The academy will take place over five Tuesday nights from 6:00 p.m. to 9:00 p.m., ending on March 28 (no class on March 14), as well as a daytime facilities tour during the week of March 6 (no evening class that week). Classes will be held in Central San's Multi- Purpose Room at its Martinez headquarters. Board Members are welcome to attend and are also invited to participate in a town-hall-style Q&A session on the final evening and celebrate with the graduating participants. More information on the program can be found online at www.centralsan.org/academy. Staff looks forward to continuing the tradition of welcoming interested members of the public to learn about Central San's services and programs.
