1. Business day turnaround is a conservative calculation since manually tracking of initial submittal to approval
dates does not accurately account for the time awaiting on applicant's response to plan check comments or
submittal revisions or District holidays
2. Commercial, Mixed-Use and larger Multi-Family Residential often require review by additional Sections
(Environmental Compliance for pretreatment requirements, Financial Planning for fee assessments, and
Inspection for constructability or phasing)

Mainline Plan Review (new sewer mains)
• Meeting turnaround times on submittals (6-4-2 weeks)
• Pre-Plan Review (PPR) meetings are mandatory to demonstrate compliance with
Standard Specifications before 1St Plan Submittal is accepted. Use of these virtual
meetings has been instrumental in reducing overall design approval for mainline
extensions since most engineers are not familiar with Central San requirements and an
iterative discussion provides quicker feedback

Recent and Upcoming Development Highlights
• County placing an advisory stamp on permitted building plans; instead of requiring plan
approvals by outside agencies prior to submitting the application
• Continuing trend of in-fill/densification, mixed-use, multi-family residential (MFR), senior
living, accessory dwelling units (ADUs) and SB9 lot-splits; very few developments with
single-family residential (SFR)
