In addressing the Board, speakers are requested to step to the podium and state their name and address for the record.The Board President may direct questions to any member of the audience as appropriate at any time during the meeting. All matters listed under the CONSENT CALENDAR are considered to be routine by the Board and will be enacted by one motion.There will be no separate discussion of these items unless requested by a Member of the Board or the public prior to the time the Board votes on the motion to adopt. ADDRESSING THE BOARD ON AN ITEM ON THE AGENDA Persons wishing to speak on PUBLIC HEARINGS and OTHER MATTERS listed on the agenda will be heard when the President calls for comments from the audience, except on public hearing items previously heard and closed to public comment.The President may specify the number of minutes each person will be permitted to speak based on the number of persons wishing to speak and the time available.After the public has commented,the item is closed to further public comment and brought to the Board for discussion and action. There is no further comment permitted from the audience unless invited by the Board. ADDRESSING THE BOARD ON AN ITEM NOT ON THE AGENDA In accordance with state law, the Board is prohibited from discussing matters not calendared on the agenda.You may address the Board on any matters not listed on the agenda, and which are within its jurisdiction, under PUBLIC COMMENTS. Matters brought up which are not on the agenda may be referred to staff for action or calendared on a future agenda. AGENDA REPORTS Supporting material on agenda items is available for public review at the Reception Desk, 5019 Imhoff Place, Martinez, and on Central San's website at wwwcentralsan.ora. Not every agenda item is accompanied by written supporting material. Reports and information relating to agenda items distributed within 72 hours of the meeting to a majority of the Board are also available for public inspection at the Reception Desk and on the website. During the meeting, information and supporting materials are available in the Board Room. Pursuant to Government Code section 54953(e) and with findings made by the Board of Directors on January 12, 2023 under Assembly Bill (AB) 361 provisions, this meeting will be conducted virtually. This meeting will also be livestreamed at centralsan.ora. Members of the public interested in participating in the meeting or providing public comment may opt to: 1. Teleconference: Join the meeting by conference call at: 1-209-425-2026 / Conference I D 297 408 810# 2. Email: Comments maybe emailed to sod o_centralsan.orq before or during the meeting. If addressing a particular agenda topic, please identify the agenda item. In addition, a Speaker/Comment Card is available online. 3. Join the Meeting Online: To join as a virtual participant, please contact the Secretary of the District at sod&centralsan.orq for the meeting invite. ROLL CALL PUBLIC COMMENT PERIOD BOARD SELF-EVALUATION WORKSHOP 1. Review results of 2022 Board Self-Evaluation Survey, and identify potential work areas for the Board, if any (Facilitated by Becky Lunders, Total Team Works) Staff Recommendation: Hold the workshop. 2. OTHER BOARD ACTION ITEMS a. Legal Update: recent public meeting requirement updates under the Brown Act Staff Recommendation: Receive the update. b. Consider renewal of findings pursuant to the Brown Act provisions provided under Assembly Bill 361 to continue the use of teleconference/hybrid participation for Board and Board Committee meetings for the balance of February 2023 February 2, 2023 Special Board Meeting Agenda Packet- Page 2 of 19 Staff Recommendation (Motion Required): Consider the information and take one of the following actions for the manner to conduct Board and/or Board Committee meetings for the balance of applicable February 2023 meetings: A. Reestablish findings of a state emergency and local health recommendations to continue virtual/hybrid meetings pursuant to Brown Act provisions provided under AB 361; or B. Do not make the required findings and conduct all Board and Committee meetings pursuant to guidelines provided under Government Code 54953.(b) (3).
