On December 20, 2022, 11 sealed bids were received and opened for the construction of the Annex
Storage B uilding, District P roject 100003 (Project). T he Board of Directors (Board) needs to consider
award of the contract or reject bids within 50 days of the bid opening, and to include up to a 20 percent
contingency.
B AC K G RO UND
T he purpose of this Project is to enhance Central S an’s properties through improvements to provide
Operations a secure and saf e location f or equipment, materials, and spare parts storage. T he Annex is the
main building, located across f rom the Headquarters Office Building in Martinez, occupied by P umping
Stations staf f .
F or the past several years, P umping Stations has increased its equipment procurement to meet the
reliability concerns associated with P G&E ’s planned or emergency power shutdowns. S everal projects

have included the procurement of new emergency generators, pumps, and other needed equipment to
ensure that Pumping S tations can continue to operate in emergency conditions. I n addition, C apital
Projects continues to renovate and improve the maintenance serviceability of C entral San’s pumping
stations which has increased spare parts and electrical equipment.
T his Project will construct a new 3,200 square-foot pre-engineered metal building to the A nnex property
within the gated parking lot, as shown in A ttachment 1 – Project L ocation Map. T he new f acility will include
power f or lights, electrical equipment outlets, and security. T he Plant Maintenance division at the treatment
plant supports pumping stations and will also use the f acility for storage, as needed.
C entral San staff prepared the plans and specifications f or the Project, which included the design of the
concrete f oundation. T he Engineer’s estimate is $630,000. T he Project was advertised on November 21
and November 28, 2022. 11 sealed bids ranging from $550,000 to $1,078,508 were received and publicly
opened on D ecember 20, 2022. T he Capital P rojects Division conducted a technical and commercial
review of the bids and determined that Rehak General Engineering (Rehak) is the lowest responsive and
responsible bidder. S taff received satisfactory feedback on ref erences provided for R ehak. Rehak is from
the Central Valley and is also a metal building whole seller with a contractor ’s license. A summary of bids
received is shown in Attachment 2. C entral San will administer the construction contract and provide
contract administration, inspection, survey, of f ice engineering, and submittal review. Consultant inspection
may be used to supplement staff on an as-needed basis.
C alifornia E nvironmental Quality Act (C E Q A)
Staf f has concluded that this project is exempt f rom C E Q A under Central S an’s C E Q A Guidelines
Section 15061(b)(3), since it can be seen with certainty that there is no possibility that the activity in
question may have a significant ef f ect on the environment. T his certainty is based on C entral San’s past
experience with numerous construction projects of this nature on the treatment plant campus; its long
familiarity with the project sites; C entral San’s impact-limiting construction specif ications, and the impact-
limiting components of the project description. C entral San’s specif ications are standardized general and
special conditions that are made part of the project to address environmental considerations, as well as
compliance with applicable federal, state, county, district, municipal and local laws, ordinances, orders, and
regulations. A pproval of this project will establish the Boards independent f inding that this project is
exempt from C E Q A .

R eject all bids, which is not recommended.
An internal audit of high value assets and non-assets was recently completed and noted that additional
storage f acilities at the treatment plant and or pumping stations is recommended, including access and
security measures f or the Project.
F I NANC IAL I M PAC T S
T he total estimated project cost is $910,000, which includes design, bid price, permits, contingency, and
construction management as shown in Attachment 3. T his Project is included and budgeted in the F iscal
Year 2022-23 C apital I mprovement Budget on P age 274 under the Property R epairs and I mprovements
with a total estimated budget of $1,450,000. T he remaining budget will be used to complete property
repairs such as asphalt repairs to the P lant Operations parking lot, replace broken concrete or walkways,
and repair or upgrade interior of f ice work areas.

T he E ngineering and Operations Committee reviewed this subject at its J anuary 5, 2023 meeting and
recommended B oard approval.
RE C O M M E ND E D B O ARD AC T I O N
Staf f recommends the following B oard action:
1. F ind the Project is exempt f rom C E Q A;
2. Award a construction contract in the amount of $550,000 for the construction of the Annex S torage
Building, D istrict Project 100003, to Rehak General Engineering I nc., the lowest responsive and
responsible bidder, and
3. Authorize the General Manager to execute the C ontract Documents subject to submittal
requirements and include up to 20-percent contingency.
