Each year, following the development and adoption of Central S an's comprehensive budget document, the
F inance Division submits an application and the budget book to the Government F inance Of f icers
Association (G F O A ) in an ef f ort to earn the Distinguished Budget Presentation Award . Management’s
goal each year is that the submitted budget book meets the high standards of the G F O A’s prestigious
award program.
Staf f submitted the budget f or the fiscal year ending J une 30, 2023 (F Y 2022-23) f or review by the award
program deadline. I n a D ecember 19, 2022 press release of the G F O A, it was announced that Central
San was awarded the Distinguished Budget Presentation Award f or the F Y 2022-23 B udget, which
represents the f if th consecutive year of achieving the award. T he Distinguished Budget Presentation
Award is the highest form of recognition in governmental budgeting, recognizing individual governments
that succeed in producing budgets of the very highest quality, ref lecting both the guidelines established by
the National A dvisory C ouncil on S tate and L ocal B udgeting as well as the G F O A's best practices of
budgeting.
T he award is valid for one year, and to continue participation in the program, it will be necessary f or staff to
submit the next annual budget document (for F Y 2023-24) to the G F O A within 90 days of the budget's
final adoption. I nitial work on the F Y 2023-24 budget commenced in J anuary 2023, and F inance staf f fully
intend to submit an application for the award again.

(Chicago, Illinois)--Government Finance Officers Association is pleased to announce that Central Contra
Costa Sanitary District, California, has received GFOA's Distinguished Budget Presentation Award for
its budget.
The award represents a significant achievement by the entity. It reflects the commitment of th e governing
body and staff to meeting the highest principles of governmental budgeting. In order to receive the budget
award, the entity had to satisfy nationally recognized guidelines for effective budget presentation. These
guidelines are designed to assess how well an entity's budget serves as:
a policy document
a financial plan
an operations guide
a communications device
Budget documents must be rated "proficient" in all four categories, and in the fourteen mandatory criteria
within those categories, to receive the award.
When a Distinguished Budget Presentation Award is granted to an entity, a Certificate of Recognition for
Budget Presentation is also presented to the individual(s) or department designated as being primarily
responsible for having achieved the award. This has been presented to Finace Department.
There are over 1,700 participants in the Budget Awards Program. The most recent Budget Award recipients,
along with their corresponding budget documents, are posted quarterly on GFOA's website. Award
recipients have pioneered efforts to improve the quality of budgeting and provide an excellent example for
other governments throughout North America.
Government Finance Officers Association (GFOA) advances excellence in government finance by
providing best practices, professional development, resources and practical research for more than 22,500
members and the communities they serve.

The Award
•Established in 1984 to encourage and assist state and local governments to prepare budget documents of the very highest quality.
•Budget documents should reflect both the guidelines established by the National Advisory Council on State and Local Budgeting and the GFOA’s best practices of budgeting.
•The Distinguished Budget Award recognizes individual governments that succeed in achieving this goal.
•Over 1,600 governments, including states, cities, counties, special districts, school districts, and more have been recognized for transparency in budgeting.

Eligibility and Review
Process
•To earn recognition, budget documents must meet program criteria and excel as a policy document, financial plan, operations guide, and communication tool
•Submissions must be received within 90 days of date of adoption
•Reports submitted are reviewed by three independent finance professionals who evaluate the document using 25 criteria developed by the Budget Awards Subcommittee of GFOA’s Committee on Governmental Budgeting and Management.
•A budget receives the award if it meets the criteria, 15 of which were mandatory. At least 2 of 3 reviewers must rate the document “proficient” or “outstanding” on all 4 overall categories and all mandatory criteria in order to receive the award.
