P roposed Resolution January 19, 2023 Regular Board Meeting Agenda Packet - Page 7 of 319 Page 1 of 3 RESOLUTION NO. 2023-001 RESOLUTION COMMENDING DAVID R. WILLIAMS FOR HIS SERVICE AS PRESIDENT OF THE CENTRAL CONTRA COSTA SANITARY DISTRICT BOARD OF DIRECTORS WHEREAS, David R. Williams was appointed to serve as President of the Board of Directors of the Central Contra Costa Sanitary District (Central San) for 2022; and WHEREAS, under his able leadership, Central San accomplished significant goals and objectives, promoting the vision, mission and values of the District as a high-performance, innovative, and fiscally responsible organization that provides exceptional customer service and regulatory compliance at responsible rates; and WHEREAS, Central San accomplished the following milestones during 2022:  Responded to the Coronavirus (COVID-19) pandemic, including the implementation of policies and procedures to protect, customers, employees, and Board Members from contracting the virus. Received nearly $1 million of reimbursement from the State program for Special Districts for COVID related impacts.  Continued to meet the challenge of implementing and conducting virtual Board and Committee meetings during the pandemic.  Oversaw a series of virtual/hybrid public hearings to carry out the Board’s final by- division electoral system in response to threatened litigation under the California Voting Rights Act (CVRA).  Received final loan agreement for up to $173.1 million of low-cost loan funding from the State Water Resources Control Board Revolving Fund for the initial phase of the Solids Handling Facility Improvements Project.  Maintained AAA/Aa1 bond ratings, reflecting continued strong financial management practices.  Achieved $7.4 million of favorable Operations and Maintenance budget variances from the prior fiscal year, and a net of $9.9 million of overall favorable variances, helping to bolster overall financial reserves.  Ended the year with fully funded fiscal reserves, providing a foundation for continued and future financial stability, and contributed $1 million to the OPEB Trust.  Continued biennial review of Board policies, updated the Conflict-of-Interest Code and adopted one new policy on the Budget.  Received an unmodified (clean) audit opinion on the Annual Comprehensive Financial Report (ACFR) for FY 2021-22.  Creation of an Optimizations Division within Operations to drive process improvements, and efficiencies. WHEREAS, during 2022, President Williams served on the Board’s Finance Committee, providing oversight and review of Central San’s compliance with federal, state, and public financing requirements; and also served on the Board’s Real Estate, Environmental; and January 19, 2023 Regular Board Meeting Agenda Packet - Page 8 of 319 Page 2 of 3 Central Contra Costa Sanitary District Resolution No. 2023-001 Page 2 of 2 WHEREAS, during his tenure, Central San received the following awards:  Platinum 24-Peak Performance Award from the National Association of Clean Water Agencies, signifying that Central San’s treatment plant met all the National Pollutant Discharge Elimination System (NPDES) requirements , for the 24th consecutive year  2021 Municipal Information Systems Association of California (MISAC) Innovation Award for Central San's 75th Anniversary Experience website  Government Finance Officers Association Distinguished Budget Presentation Award for Fiscal Year 2021-22 for the fourth consecutive year  CWEA Statewide First Place Award for Community Engagement and Outreach Program of the Year (virtual treatment plant tour)  Academy of Interactive and Visual Arts – Communicator Award of Excellence for Best Immersive and Experiential in the Virtual/Remote category re: Central San’s 75th Anniversary Experience  District Transparency Certificate of Excellence (renewal) from California Special Districts Leadership Foundation for the 5th consecutive year  Uptime Magazine’s Best Work Execution Management Program (2021)  2022 Excellence in IT Practices Award from Municipal Information Systems Association of California (MISAC)  Water Environmental Federation (WEF) Utility of the Future Recognition  Government Finance Officers Association (GFOA) Certificate of Achievement for Excellence in Financial Reporting for FY 2020-21 for the 22nd consecutive year NOW, THEREFORE, BE IT RESOLVED that David R. Williams is commended for his distinguished service and leadership at Central San during his year as Board President.
