ISSUE
On December 20, 2022, 11 sealed bids were received and opened for the construction of the Annex
Storage Building, District Project 100003 (Project). The Board of Directors (Board) needs to consider
award of the contract or reject bids within 50 days of the bid opening, and to include up to a 20 percent
contingency.
BACKGROUND
The purpose of this Project is to enhance Central San's properties through improvements to provide
Operations a secure and safe location for equipment, materials, and spare parts storage. The Annex is
located across from the Headquarters Office Building (HOB) in Martinez and is the main building occupied
by pumping stations staff.
For the past several years, pumping stations has increased its equipment procurement to meet the
reliability concerns associated with PG&E's planned or emergency power shutdowns. Several projects
have included the procurement of new emergency generators, pumps, and other needed equipment to
ensure that the pumping stations can continue to operate in emergency conditions. I n addition, Capital
Projects continues to renovate and improve the maintenance serviceability of Central San's pumping
stations which has increased spare parts and electrical equipment.

This Project will construct a new 3,200 square -foot pre -manufactured metal building to the Annex property
within the gated parking lot, as shown in Attachment 1 — Project Location Map. The new facility will include
power for lights, equipment plugs, and security. The maintenance division at the treatment plant supports
pumping stations and will also use the facility for storage, as needed.
Central San staff prepared the plans and specifications for the Project. The Engineer's estimate is
$630,000. The project was advertised on November 21 and November 28, 2022. Eleven (11) sealed bids
ranging from $550,000 to $1,078,508 were received and publicly opened on December 20, 2022. The
Capital Projects Division conducted a technical and commercial review of the bids and determined that
Rehak General Engineering (Rehak) is the lowest responsive and responsible bidder. References were
provided for Rehak, and staff received satisfactory feedback. Rehak is from the central valley and is also a
metal building representative with a contractor's license. A summary of bids received is shown in
Attachment 2. Central San will administer the construction contract and provide contract administration,
inspection, survey, office engineering, and submittal review. Consultant inspection may be used to
supplement staff on an as -needed basis.
California Environmental Quality Act (CEQA)
Staff has concluded that this project is exempt from CEQA under Central San's CEQA Guidelines
Section 15061(b)(3), since it can be seen with certainty that there is no possibility that the activity in
question may have a significant effect on the environment. This certainty is based on Central San's past
experience with numerous construction projects of this nature on the treatment plant campus; its long
familiarity with the project sites; Central San's impact -limiting construction specifications, and the impact -
limiting components of the project description. Central San's specifications are standardized general and
special conditions that are made part of the project to address environmental considerations, as well as
compliance with applicable federal, state, county, district, municipal and local laws, ordinances, orders, and
regulations. Approval of this project will establish the Boards independent finding that this project is
exempt from CEQA.
ALTERNATIVES/CONSIDERATIONS
Reject all bids, which is not recommended.
An internal audit of high value assets and non -assets was recently completed and noted that additional
storage facilities at the treatment plant and or pumping stations is recommended, including access and
security measures for the Project.
FINANCIAL IMPACTS
The total estimated project cost is $910,000, which includes design, bid price, permits, contingency, and
construction management as shown in Attachment 3. This project is included and budgeted in the Fiscal
Year (FY) 2022-23 Capital Improvement Budget (CI B) on Page 274 under the Property Repairs and
Improvements with a total estimated budget of $1,450,000. The remaining budget will be used to
complete property repairs such as asphalt repairs to the Plant Operations parking lot, replace broken
concrete or walkways, and repair or upgrade interior office work areas.
COMMITTEE RECOMMENDATION
The Engineering and Operations Committee reviewed this project at the meeting on January 5, 2022, and
recommended

RECOMMENDED BOARD ACTION
Staff recommends the following Board action:
1. Find the Project is exempt from CEQA;
2. Award a construction contract in the amount of $550,000 for the construction of the Annex Storage
Building, District Project 100003, to Rehak General Engineering Inc., the lowest responsive and
responsible bidder, and
3. Authorize the General Manager to execute the Contract Documents subject to Submittal
requirements and include up to 20-percent contingency.
