SUBJECT: RECEIVE INFORMATION ON CENTRAL SAN'S RETENTION OF THE
SERVICES OF DR. LARRYBIENATI
This memo is in response to a request for information regarding the history of Central San's contracts
retaining the services of Dr. Larry Bienati. Since 2013, Dr. Bienati has consulted with Central San on
several organizational development related projects. He has been a trusted advisor in the success of the
initiatives and has played an integral role in the continued development of the leadership team.
After screening and interviewing several management consultants, Central San first began contracting with
Dr. Bienati in 2013 to facilitate a Board Priorities Workshop. Since 2014, the Board has engaged his
services to undertake several organizational development related projects, including assisting with the
completion of the Fiscal Year (FY) 2014-16 Strategic Plan, providing leadership and team -building
coaching and training to the Executive Team, assisting with the development of the Mentorship Program,
and developing and implementing the performance appraisal process for the Executive Management
Team.
Central San continues to have a current contract with Dr. Bienati which retains him for these various
organizational -development -related projects, which benefit greatly from having the continuity of the same
individual who is familiar with Central San's organization, culture, Strategic Plan, and leadership team. For
that reason, Central San has not recently undertaken a competitive process for these initiatives.
I n 2015 and 2017, Dr. Bienati launched, developed, and facilitated the first and second Management
Academies. Central San distributed a Request for Quotation for the facilitation of the 2019 Management
Academy and found that Dr. Bienati provided the proposal best suited to Central San. Unlike
organizational -development -related efforts, the Management Academy does not necessarily need to be
facilitated by the same consultant, so the Management Academy is sent out for competitive process
periodically.
Thus far, of the current $202,200.00 cost ceiling of the current contract, $109,700.00 remains unspent.
Staff will be available at the Committee meeting to answer any questions.
