General Manager Written Announcements December 15, 2022 Regular Board Meeting Agenda Packet- Page 133 of 145 Page 2 of 3 Attachment 1 Board Meeting of December 15, 2022 General Manager Written Announcements HUMAN RESOURCES 1) Central San Welcomes New Staff Engineer Dorothy Bechler Dorothy Bechler joined the Collection System Renovations, Capital Projects team on November 28, 2022 as a Staff Engineer. She is a graduate of UC Berkeley with a B.S. in Civil Engineering, and earned her EIT Certification (Engineer-in-Training) in 2021. Dorothy comes to Central San from BKF Engineers where she worked since 2021 . Prior to BKF Engineers, she was an intern in Capital Projects with the survey group. She has experience in developing plans, surveying, and construction support. The team is pleased to have her join to assist with upcoming projects both in construction and design, including the Lafayette Sewer Renovations, Phase 15 project. 2) Central San Welcomes New Staff Engineer Cruz Ignacio Cruz Ignacio joined the District on December 5, 2022 as a Staff Engineer in the Capital Projects Division. Cruz graduated from the University of Washington with a degree in Civil and Environmental Engineering. Over the past four years, Cruz has worked as an intern and temporary Staff Engineer for Central San, and as a project engineer on large aviation projects for Hensel Phelps Construction. Cruz looks forward to contributing to the engineering team and to his future with Central San. 3) Temporary Hiring Back of Retired Employee to Assist with Upcoming Pumping Stations (PS) Upgrades-Phase 2 Project and PS Computerized Maintenance Management System (CMMS) Enhancements The Treatment Plant Maintenance Division will hire back retiree Chris Haisley, effective January 3, 2023, to assist temporarily with PS Upgrades-Phase 2 project (Phase 2 Project. Supporting PS Upgrades-Phase 1 project was extremely demanding on staffing levels and scheduling of PS staff. Filling a temporary position will reduce the load on current staff and allow for proper attention to support the Phase 2 Project at the Martinez, Fairview, and Maltby Pumping Stations. Mr. Haisley is a former Central San PS Operator III who retired on January 3, 2022; therefore, no Board action is required to waive the 180-day waiting period to employ a retiree. This temporary hire is for an as-needed hourly basis for a period not to exceed one year to augment staff to support the PS projects and the efforts to enhance PS CMMS functionality. Mr. Haisley has 25 years of experience in PS operation and maintenance, and is an expert in all areas of PS operations. The District currently has three relatively new employees in PS operations - one Trainee and two PS Operator IIs with less than one year experience. The two newer operators are both on the north side which is part of the Phase Two Project. December 15, 2022 Regular Board Meeting Agenda Packet- Page 134 of 145 Page 3 of 3 Written Announcements December 15, 2022 Page 2 of 2 Hiring a temporary employee to help with the workload is needed and very cost effective compared to hiring other outside temporary services, with little understanding of Central San's systems. There is no anticipated incremental cost to the Operations and Maintenance project budget given forecast labor savings in the current fiscal year and will be included in the next fiscal year budget. Pursuant to Section 7522. 56 of the California Government Code and Board Policy No. BP 003 - Hiring of District Retirees, a Central San retiree may be hired if he or she possesses a skill set needed to perform specialized work of a limited duration subject to the following conditions: 1) the retiree cannot work more than 960 hours per fiscal year, 2) the retiree's hourly rate of pay cannot be less than the minimum or exceed the maximum of the published salary range for the job classification for which they are hired, and 3) the retiree will receive no service credit or retirement rights for the temporary assignment.
