BAILEY, GENERAL MANAGER SUBJECT: RECEIVE UPDATE ON IN-HOUSE SURVEY STAFF VERSUS SEASONAL CONSULTANT SERVICES ANALYSIS At the July 13, 2021 Engineering and Operations Meeting, a discussion occurred related to in-house resources compared to outside survey services. The Committee requested staff return with a comparative analysis when time was available for the Capital Projects staff to complete. Supplemental services or outside consultants providing support to the Capital Program is not uncommon or unique. However, due to increasing consultant fees and larger infrastructure needs in the Capital Program, Member Lauritzen requested additional information and a better understanding on how the Engineering division decides between supplement and in-house duties. Mr. Lopez will update the Committee on the current status of the Survey section and the services they provide, and will be available for any comments or questions. Seasonal and Peak Work Loads Jan April Nov. Dec. Peak 6-8 Months 5 Work description: • Up to three (3) consultant employees • Peak Season has been increasing due to dry conditions and longer project timelines. 4.
