PROJECT UPDATES
1) Public Bidding of Aeration Basins Diffuser Replacement and Seismic Upgrades,
District Project 100019
In 2019, Central San initiated a comprehensive asset evaluation of the secondary process
facilities at the Treatment Plant, including the four existing aeration basins. The aeration
diffusers were identified as aging assets that are beyond their remaining useful life. The
current diffusers are inefficient due to routine clogging and potentially have irreversible
fouling. They were tested by an independent party, and the overall aeration system has
an extremely low efficiency.
The Aeration Basins Diffuser Replacement Project will further evaluate the diffuser
system and a replacement system needs to be selected prior to finalizing the design for
cost effectiveness and consistency in diffusers across all four Aeration Basins, as this
project is designed to be bid in multiple phases. Pre-purchasing the diffuser equipment
may alleviate potential construction schedule delays and result in a lower construction
cost to Central San and allow for consistent competitive pricing in future projects.
The procurement package will be advertised on November 21, 2022. Final selection will
be based on qualifications and low bid. Staff intends to complete the evaluation and
bid process by late January of 2023. The equipment cost per tank is estimated at
$550,000 or $2,200,000 in total for all tanks. More information will be presented when the
Board is asked to approve the selection and procurement contract in February of 2023.
2) Public Bidding of Property Repairs and Improvements, Annex Storage Building,
District Project 100003
Central San's Pumping Stations staff occupies the Annex Building, located on Imhoff
Place across from the Martinez Headquarters Office Building. Besides their offices, critical
equipment and materials are stored in the parking lot area. The Annex Storage Building
will provide more efficient and secure storage for equipment, which includes emergency
response equipment, supplies, and additional storage for maintenance. The scope of the
project includes utility work, construction of a prefabricated metal building, and installation
of security surveillance.
This project will be advertised on November 22 and 29, 2022. Bids will be opened on
December 16, 2022, tentatively. The construction cost is currently estimated at $630,000.
More information will be presented when the Board is asked to approve the construction
contract on January 19, 2023.

Recycled Water Fill Station
3) Residential Recycled Water Fill Station Inclement Weather Closures (rain
events)
The Residential Recycled Water Fill Station will close the day of and day after rain events,
beginning November 1, consistent with the State Water Resources Control Board permit
requirements. If multiple rain events are forecasted, the fill station will remain closed
during that period. This closure practice also follows the other local residential fill stations
in Oakley, Brentwood, and Palo Alto. Updates on the status of the fill station are posted in
a timely manner on our residential fill station webpage and on our Fill Station Hotline. Fill
station customers are provided the fill station hotline number on the back of their user
cards and are directed to call the hotline for updates when it is raining or forecasted to
rain.
