SUBJECT: RECEIVE OVERVIEW ON RECENTLY HELD TOWN HALL FORUM
REGARDING THE FUTURE OF WATER IN CENTRAL CONTRA COSTA
COUNTY
On Wednesday, October 26, 2022, Central San Board of Directors and staff members participated in a
successful and well-attended Town Hall on the Future of Water in Central Contra Costa County.
Held at the Lafayette Veterans Memorial Center in Lafayette, the event was hosted by the Rossmoor
Community in partnership with East Bay Municipal Utilities District (EBMUD) and Central San. Speakers
included California Assemblymember Rebecca Bauer-Kahan, Golden Rain Foundation Board Vice
President Leanne Hamaji, EBMUD Director John Coleman, Central San General Manager Roger S.
Bailey, and Central San Resource Recovery Program Manager Melody LaBella. Michele Pla, Vice
President of EPC Consultants, Inc., facilitated the discussion. Following the presentations was a
Questions and Answers (Q&A) session with Central San Board President David Williams, Member
Barbara Hockett, Member Mike McGill, Mr. Coleman, Mr. Bailey, and Ms. LaBella.
The community conversation explored a variety of options for enhancing water supply in the central county
area, including water conservation, expanding Central San's recycled water distribution system,
constructing Satellite Recycled Water Facilities (SWRF), the Refinery Recycled Water Exchange Project,
and potential direct or indirect potable reuse projects. Although costs remain a significant obstacle for
some of these options, the Town Hall highlighted exciting opportunities - particularly in relation to indirect
potable reuse - as well as the strength of community partnerships and leadership. About 150 people
attended the event, including Council Members from the cities of Lafayette and Walnut Creek, a
representative from Senator Dianne Feinstein's office, and many Rossmoor residents and other members
of the public. Attendees were highly engaged, asking many thoughtful questions about the future of water
in our community.
EBMUD and Central San each hosted information tables at the event. Central San also provided a range
of support for the event, including planning and coordination, outreach, signage, photography, lunch
service, and clean up. Thank you to all the Central San staff who assisted in making the event a success!
