ISSUE
The Federal Emergency Management Agency (FEMA) and the California Governor's Office of
Emergency Services (CaIOES) require that public agencies seeking financial recovery from their
respective disaster recovery programs adopt a resolution and file with CalOES which designates the
positions authorized to represent Central San during the application process, award, close out and other
procedural requirements.
BACKGROUND
CalOES requires public agencies in California to complete and adopt form Cal OED 130 (Rev.9/13) as a
resolution designating the positions that may represent Central San in disaster recovery efforts. The
Board adopted this same resolution back in 2017 when Central San sought recovery funds from FEMA
under the Public Assistance program and CalOES under the California Disaster Assistance Act. The
resolution is only valid for a maximum of three years. Since that initial resolution has expired, a new one is
required as part of Central San's application to recover funds for COVI D-19 under California's Disaster
Declaration 4482 (DR-4482-CA).
ALTERNATIVES/CONSIDERATIONS
The Board could choose not to adopt the resolution (not recommended, as this would prevent filing and
follow-up on the FEMA application). Or the Board could choose other representatives, also not
recommended, as the named individuals are in the chain of command responsible for the filing, and these
individuals will communicate on behalf of Central San regarding the application.

FINANCIAL IMPACTS
Upon adoption and submittal of Central San's application and supporting documentation, Central San will
be eligible to receive funds from federal and state recovery programs. At this time, Central San's claim
exceeds $500,000 but the final number will vary based on eligible costs and cost sharing requirements
which have changed over the duration of the pandemic.
COMMITTEE RECOMMENDATION
The Finance Committee reviewed this matter at its meeting on October 25, 2022, and recommended
adoption.
RECOMMENDED BOARD ACTION
Adopt the proposed resolution designating the General Manager, Director of Finance and Administration,
and the Risk Management Administrator as authorized agents of Central San to obtain financial assistance
under The Stafford Act as amended and the California Disaster Assistance Act.
