HR Report- Third Quarter 2022 October 20, 2022 Regular Board Meeting Agenda Packet- Page 119 of 143 Page 2 of 9 Attachment 1 Board Meeting of October 20, 2022 General Manager Written Announcements FINANCIAL PLANNING 1) Annual Notices Sent to Reimbursement Account Holders Central San provides a reimbursement program so that costs of mainline sewer extensions paid for by one or more property owners can be shared among all benefitting property owners who connect directly to the project sewer. Each year, in accordance with District Code, annual notices are mailed to the holders of reimbursement accounts (installers). This year, a total of 66 annual notices were mailed on October 14, 2022. Installers were reminded of the need to keep Central San informed of any change of address. Installers were asked to update their information and return the notice to Central San in the prepaid envelopes provided. Having current address information will enable staff to notify Installers when reimbursement fees are collected on their behalf. Installers were also informed of the expiration dates of their accounts. Staff will continue to make reasonable efforts to locate installers for whom we do not have current contact information. NATURAL GAS PURCHASE 2) Natural Gas Agreement to Purchase On December 2, 2021, the Board authorized the General Manager to agree to purchase natural gas (NG) through 2024 with a $7.00 per dekatherm limit. Staff has agreed to purchase 333 dekatherms per day at $6.88 per dekatherm for November 2022 to December of 2023. This is the third agreed-to-purchase amount for 2023. RECYCLED WATER 3) Central San Welcomes New Recycled Water Customers in Zone 1 Staff is pleased to announce that Central San's Zone 1 Recycled Water Distribution System is now serving three new customers, increasing the total number of Zone 1 customer connections to 56. In the last six months, Central San successfully completed inspection and testing, and is now serving recycled water for landscape irrigation to Sage Veterinary Clinic in Concord, Concord Mazda, and the newly opened Pleasant Hill Library. Attachment 2 provides a representation of the three new businesses. October 20, 2022 Regular Board Meeting Agenda Packet- Page 120 of 143 Page 3 of 9 Written Announcements October 20, 2022 Page 2 of 6 HUMAN RESOURCES 4) Central San Welcomes New Plant Operator Ashley Woods Ashley Woods is the new Plant Operator II since September 12, 2022, in the Plant Operations Division. Ashley was born and raised in Southern California. She moved to Northern California to attend Sonoma State University and graduated in 2018 with a Bachelor of Science in Biology with an emphasis in Marine Biology. Ashley completed her Operator-In-Training hours at Sonoma County Water Agency and the Town of Windsor. She then worked for Central Marin Sanitation Agency for two years as a Wastewater Operator. Ashley is very excited to continue her career at Central San. She lives in Concord, enjoys hiking, and spending time with her dog. Please join us in welcoming Ashley Woods to Central San. 5) Central San Welcomes New Maintenance Crew Member Zachary Martin Zachary (Zach) Martin joined Central San on September 12, 2022, and had worked for Morgan-Bonanno Development for the last 12 years in various capacities. His most recent position at Morgan-Bonanno was as a Paving Foreman. Prior to that, he was a self- employed painter and a sheet rocker. The Collection System Operations (CSO) Division feels his construction experience will support its goal of building a stronger CSO. We are excited to have him fully trained in all CSO sections and believe he will be a great asset to CSO and the District. Please join us in welcoming Zach Martin to Central San. 6) Central San Welcomes New Utility Worker Anthony Borges Anthony Borges also joined Central San on September 12, 2022 as a Utility Worker. He was born and raised in San Francisco and came to the District as a Mechanical Maintenance Intern. Anthony learned about the trainee position, while taking classes at Laney College, in the Industrial Maintenance Program. He started his career as an automotive mechanic and after taking a break from the automotive industry for a few years, as a buyer, he wanted to get back into turning wrenches, landing a job with USPS as a Maintenance Mechanic. Giving up his job at USPS to come to the District as an Intern for six months and then working as a temporary employee for almost a year, Anthony is now a part of the team. He has also obtained his Operator-In-Training certificate and spends a couple days a week after work volunteering to obtain the hours needed for his Grade 1 Operator Certificate. With his well-rounded background and his drive to learn he will be an asset to the District wherever his career goals take him and is excited about the opportunity to work at the District. In his off time, Anthony enjoys working on cars and spending time with his wife and four-month-old son. Please join us in welcoming Anthony Borges to Central San. October 20, 2022 Regular Board Meeting Agenda Packet- Page 121 of 143 Page 4 of 9 Written Announcements October 20, 2022 Page 3 of 6 7) Central San Welcomes New Administrative Services Assistant Stacey Durocher On October 10, 2022, Stacey Durocher joined the Secretary of the District Office as the new Administrative Services Assistant. Stacey joins the District after serving the last five years with Contra Costa County as the Executive Secretary in the Human Resources Department. Since 2018, she also supported the County's Merit Board who governs the County's Merit System ensuring merit principles are upheld. Stacey also has extensive experience in the private sector with various engineering and construction management firms. Stacey is a lifelong resident of Contra Costa County and holds a bachelor's degree from Cal State University, East Bay. She enjoys being with family and friends and being outdoors. We are pleased to have Stacey join the Central San team. 8) Update on Personnel Actions — Third Quarter 2022 Attachment 3 provides the Human Resources report covering personnel actions for July 1 through September 30, 2022. PROJECT UPDATES 9) Central San Solar Project Starting Construction REC Solar/Duke Energy will start construction of the 1.75-megawatt Solar Project on Central San's Lagiss property at 4451 Blum Road in Martinez by the end of October 2022. A Blum Road neighborhood notification letter has been mailed to all nearby properties to inform them of the start of construction, the project schedule, and the Central San contact for any inquiries/issues. All work on this project is expected to be completed by July 2023. Five biological surveys conducted this year between February 1 and October 7, 2022, have not found the presence or evidence of Burrowing Owls (a species of special concern to the California Department of Fish and Wildlife) on the property. As a result, the project will avoid the expenditure of several hundred thousand dollars in California Environmental Quality Act (CEQA) mitigation measures. Once the project is completed, in accordance with Power Purchase Agreement Amendment No. 2, Central San will purchase solar power from REC Solar at a rate of $0.9128 per kilowatt-hour.
