SUBJECT: RECEIVE UPDATE TO DETERMINE WHETHER TO CONTINUE OR
TERMINATE THE EMERGENCY SITUATION DECLARED ON AUGUST 4,
2022, AUTHORIZING URGENT REPAIRS TO STEAM DRIVEN AERATION
BLOWER NO. 2, IN ACCORDANCE WITH PUBLIC CONTRACT CODE

ISSUE
On August 4, 2022, the Board of Directors (Board) authorized to declare an emergency and ratify the
General Manager's actions under Public Contract Code Section 22050 to perform emergency repairs to
the Steam Driven Aeration Blower No. 2; and authorized an increase to an existing contract in an amount
not to exceed $412,600 with Conhagen Rotating Equipment Specialists (Conhagen), increasing the
contract cost ceiling up to $550,000, to perform the required repairs.
BACKGROUND
The contractor, Conhagen, completed the necessary repairs which included custom fabrication of a
number of turbine components that are no longer commercially available. Fabrication was followed by
installation and then start-up testing services. Installation started on September 7, 2002 and repairs were
completed on September 14, 2022.
Staff is awaiting final billing. If the final invoice is received prior to the Board meeting on October 6, 2022,
then the continuation of this item will not be needed.

ALTERNATIVES/CONSIDERATIONS
No feasible alternatives.
FINANCIAL IMPACTS
The total estimated cost for this repair is $550,000, which includes all engineering, fabrication, installation,
and start-up and testing.
COMMITTEE RECOMMENDATION
This matter was not reviewed by a Board Committee.
RECOMMENDED BOARD ACTION
Staff recommends the Board receive the update and confirm by motion that the action proclaimed on
August 4, 2022 either:
1. Continues to exist, and that the expenditures to address the emergency repairs to the Steam Driven
Aeration Blower No. 2 are continuing as planned; or
2. Terminate the emergency situation in accordance with Public Contract Code Section 22050.
