ISSUE
Board of Directors (Board) approval is needed when the addition and deletion of vacant positions results in
an increase in Central San's budgeted labor costs as well as for any salary adjustment for an existing
District job classification. If calculated at the maximum step of the salary range and including the full benefit
cost, this action will result in an increase in the labor costs, thus, falling outside the purview of the General
Manager's delegated authority related to personnel actions.
BACKGROUND
With the recent retirement of the Director of Engineering and Technical Services, staff has revaluated the
staffing needs of the Office of the General Manager and has made a determination that a Deputy General
Manager position is needed in lieu of filling the now vacant Director of Engineering and Technical
Services.
This newly added position will continue to manage the day-to day operations of the Engineering and
Technical Services Department but will also be responsible for assisting the General Manager in the
development and effective implementation of District wide goals, objectives, and priorities.
The Deputy General Manager classification has been utilized at the District previously, most recently being
vacated in 2020, and the salary adjustment is now being requested to address the compaction between
this position and the two Director positions (Director of Administration and Finance and the Director of
Operations). The proposed salary adjustment would ensure that the Deputy General Manager position is
paid 15% above the salary grade for the Director positions.

ALTERNATIVES/CONSIDERATIONS
Do not approve the add/cancel of these positions or the salary adjustment for the Deputy General
Manager classification.
FINANCIAL IMPACTS
Upon approval, this action will result, at the maximum step of the salary range inclusive of all benefits, in an
annual cost of$57,599.06.
COMMITTEE RECOMMENDATION
The Administration Committee reviewed this matter at its October 4, 2022 meeting and recommended/did
not recommend approval.
RECOMMENDED BOARD ACTION
Delete a vacant Director of Engineering and Technical Services position; adjust the salary of the Deputy
General Manager classification from U20 ($8,316.39-$10,504.26 biweekly)to U14 ($9,563.85-
$12,079.90 biweekly) and add a Deputy General Manager position.
