General Manager Written Announcements September 15, 2022 Regular Board Meeting Agenda Packet- Page 83 of 104 Page 2 of 3 Attachment 1 Board Meeting of September 15, 2022 General Manager Written Announcements HUMAN RESOURCES 1) Central San Welcomes New Plant Operator II, Marlon Orlina Marlon Orlina joined Central San on August 29, 2022 as the new Plant Operator II in the Plant Operations Division. Prior to joining Central San, he worked as a Wastewater Operator II with East Bay Municipal Utility District for three and one-half years. Before then, Marlon worked with Sacramento Regional County Sanitation for almost four years as a Wastewater Treatment Plant Operator II. Marlon holds a Wastewater Treatment Plant Operator Grade III certificate from the California State Water Resources Control Board and attended Solano Community College for the Water and Wastewater Technology program. He lives in Vallejo and enjoys spending time with his family, hiking, spending time outdoors, watching movies and sports. Please join staff in welcoming Marlon Orlina to Central San. EMPLOYEE APPRECIATION 2) Reminder: Annual Employee Appreciation Celebration Scheduled for September 21, 2022 This is a reminder that the Annual Employee Appreciation Picnic will be held on Wednesday, September 21 from 11 :00 a.m. to 1:00 p.m. in "Flushing Meadow" (the garden/lawn area next to the Household Hazardous Waste Collection Facility). Central San will be serving lunch, dessert, and cold drinks. New this year, Central San will also be incorporating the Innovation Fair to showcase employee optimizations and innovations. The event will also include an employee car show. Board Members, current employees, temporary employees, summer students, and interns are all invited to attend. The event is not open to family members or retirees. OUT-OF-STATE CONFERENCE 3) Secretary of the District Katie Young to attend Technical Training for Clerks in Riverside, California from September 12-16, 2022 Ms. Young will attend the Technical Training for Clerks (TTC) Series 300 Classes on September 12-16, 2022. TTC Institute curriculum consists of four "Series" of 30 hours each for a total 120 hours. Completion of all four series is approved to satisfy all International Institute of Municipal Clerks (IIMC) educational hour requirements for a Certified Municipal Clerk credential, and University of California Riverside (UCR) Academic Senate units for an optional California Professional Municipal Clerk Certificate offered by the UCR Extension. Series 300 topics include but are not limited to, the Municipal Clerk as a Manager/Supervising Employees, Meeting Administration, Records September 15, 2022 Regular Board Meeting Agenda Packet- Page 84 of 104 Page 3 of 3 Written Announcements September 15, 2022 Page 2 of 2 Management, Messaging to the Public and Media, General Law, Negotiation and Assessment Skills, Writing Skills, Ethics of Profession, and Diversity in Organizations. Attendance at this conference is included in the Fiscal Year 2022-2023 Technical Training, Conferences and Meetings budget. 4) Staff to Attend 2022 NEOGOV CONNECT User Conference October 5-7, 2022 in Las Vegas, Nevada Shenae Howard and Joy Smith, Administrative Services Assistants in Human Resources, will be attending the 2022 NEOGOV CONNECT User Conference and pre-conference training October 5-October 7, in Las Vegas. The CONNECT conference provides useful training classes and seminars for the District's current recruitment portal, NEOGOV. The conference brings together the NEOGOV Community and is designed for Human Resources professionals to gain specialized skills and knowledge while attending sessions, trainings, and networking opportunities. The conference offers industry educational sessions, NEOGOV product and best practice sessions, and one-on-one product support appointments. The training session is a classroom format designed to help fully utilize NEOGOV system functionality with the end result of benefitting the District. Staff attendance at the conference was included in the FY 2022-23 Budget. PUBLIC BIDDING UPDATES 5) District-wide Sewer Closed Circuit Television (CCTV) Inspection Project The District-wide Sewer CCTV Inspection Project primarily consists of an annual internal inspection of approximately 750,000 feet of sewers, various diameters, and appurtenant manholes throughout the service area. This inspection is part of Central San's ongoing sewer pipeline condition assessment program. The contract can be extended up to five years. This Project will be advertised on September 22 and 29, 2022, with a bid opening scheduled for October 13, 2022. The annual inspection cost is estimated at $1,000,000 with a total five-year cost at $5,000,000. More information will be presented when the Board is asked to award the contract, tentatively scheduled for December 15, 2022. 6) District-wide Patch Paving Project The District's Collection System Operations routinely requires asphalt paving restoration due to sewer maintenance construction activities. Patch paving includes milling and grinding, asphalt paving, slurry seal, striping, and other related work. The contract can be extended up to five years. This Project will be advertised on September 22 and 29, 2022 with a bid opening scheduled for October 13, 2022. The annual patch paving cost is estimated at $225,000 with a total five-year cost at $1,125,000.
