AGREEMENTS WITH THE FOLLOWING CONSULTANTS INAMOUNTS NOT

ISSUE
On August 11, 2022, six bids were received for the construction of the Pump Station Upgrades, Phase
2A, District Project 8457 (Project). The Board of Directors (Board) must award the construction contract
or reject bids within 50 days of the bid opening. Board authorization is also required for the General

Manager to amend a professional engineering services agreement above $200,000.
BACKGROUND
The Fairview and Maltby Pumping Stations were constructed in 1969 and are the second and third of the
three pumping stations in series, respectively, with the Martinez Pumping Station being the first station to
convey wastewater from the Martinez area to the treatment plant. The Fairview Pumping Station (Fairview)
is situated in an industrial area adjacent to the PBF Refinery(formerly Shell Refinery) at 2001 Marina
Vista, while the Maltby Pumping Station (Maltby) is in an isolated area accessible via a gravel road at 990
Central Avenue in Martinez. These pumping stations are nearly identical in design and features similar
drywell or wetwell configurations. The drywell consists of a steel structure packaged as a fully functional
station manufactured by the Mundix Company. The existing package houses the station components in a
single structure rather than separate structures. The condition of the drywell steel has visible corrosion on
the interior floor and lower wall surfaces which poses major apprehension in reusing the existing steel. I n
addition, drywell access is via a narrow circular hatch which makes for Operations and Maintenance (O&M)
access and egress very difficult. Both stations have undergone limited upgrades, with the most recent in
1999.
Since 2010, Central San staff has evaluated and monitored Fairview and Maltby for several deficiencies,
including the corrosion stated above, arc-flash levels, and electrical equipment conditions.A study
identified that the existing electrical overcurrent breakers will not reliably trip for a fault when fed by the
emergency generators. It was also identified that the generator overcurrent protection limits the loading of
the generator, and there are vulnerabilities at certain load conditions. These pumping stations have shown
multiple concerns, including aging assets, of which many are the electrical gear, potential risk of flooding
due to sea level rise at Maltby, and maintenance accessibility issues for O&M staff.
The Project is included in the Capital Improvement Budget titled Pump Station Upgrades, Phase 2,
District Project 8457. V.W. Housen and Associates (VW HA) is the original designer of the Pump Station
Upgrades, Phase 1 and hired for Phase 2. During the Phase 2 final design, VWHA notified the District
that the project manager and lead engineers would retire or leave the firm. HDR, Engineering, I nc. (HDR)
and ArcSine Engineering (ArcSine), electrical, were major subconsultants to VW HA, and they agreed to
continue and take the lead of the final design and move forward with Phase 2 under the authorized budget
amount.
Due to market conditions and packaging the work for potential cost savings, staff worked with HDR and
ArcSine to split the Phase 2 work into two projects: Phase 2A includes Fairview and Maltby while Phase
2B consists of Martinez. Overall, the scope of work for Phase 2A mainly consists of the installation of two
new 12.4 MGD sewage pumping stations and includes, but not limited to, heavy civil, mechanical,
electrical, instrumentation, and controls, installation of new PG&E services, demolition and
decommissioning of the existing pumping stations.A project location map is shown in Attachment 1.
The new Fairview and Maltby stations required the acquisition of land adjacent to each property. The
Fairview site required a land swap with PBF, which is in the process of being finalized. The Maltby site
required the acquisition of a portion of a privately-owned parcel located to the north of the existing site.
Due to topography and land use, other properties adjacent to Maltby were less desirable. Staff has
acquired the additional properties for the Project.
Staff, HDR, and ArcSine prepared the plans and specifications for the Project. This Project was
advertised on June 30 and July 7, 2022. Six sealed bids ranging from $27,606,000 to $34,228,000 were
received and publicly opened on August 11, 2022. The Engineer's estimate for the construction of the
Project is $35,400,000. Capital Projects conducted a technical and commercial review of the bids and
determined that C. Overaa & Co. (Overaa) is the lowest responsive and responsible bidder.A summary of
bids received is shown in Attachment 2.

Bidders were very competitive for the Project as the proposed work is well sequenced considering the
current bidding environment and availability of major equipment. Staff and the consultants spent significant
effort on the project constructability and advertising the electrical work to help drive better pricing, as
evident with all bidders being below the engineer's estimate.
Capital Projects staff will provide oversight of the construction management (CM)which includes the CM
team (Carollo), design engineers (HDR and ArcSine), and contractor(Overaa)for the Project. Operations
staff will support the Project as required to coordinate shutdowns and provide any other support needed to
operate the stations. Public outreach with the City of Martinez, along with public relations with the impacted
businesses and residents, will be coordinated through Central San's Communication Services group.
Carollo is planned to be the day-to-day contact with the contractor and provide CM services that include
documenting contract work, reviewing schedules, and safety oversight. HDR and ArcSine will assist with
submittal reviews, contractor requests for information, and design clarifications. All consultants were hired
under a formal competitive selection process that is compliant with the District's policies and procedures
for professional engineering services.
California Environmental Quality Act (CEQA)
Staff has concluded that these projects are exempt from CEQA under Central San's CEQA Guidelines
Section 15302 since they involve replacement of existing public facilities at substantially the same location
and with the same purpose as the public facilities being replaced. The projects are also exempt under
Central San's CEQA Guidelines Section 15061(b)(3), since it can be seen with certainty that there is no
possibility that the activity in question may have a significant effect on the environment. This certainty is
based on Central San's past experience with numerous pumping station construction projects of this
nature, its long familiarity with the project sites, the results of recent biological and cultural resources
technical studies, Central San's impact-limiting construction specifications, and the impact-limiting
components of the project description. Central San's specifications are standardized general and special
conditions that are made part of the project to address environmental considerations, as well as
compliance with applicable federal, state, county, district, municipal and local laws, ordinances, orders, and
regulations.Approval of this project will establish the Board of Directors' independent finding that this
project is exempt from CEQA.
ALTERNATIVES/CONSIDERATIONS
The Board could consider the following alternatives or provide other directions:
1. Staff's approach of supplementing labor with consultants, such as the services being proposed with
Carollo, could be rejected by the Board. Capital Projects is not currently staffed at a level to support
this construction project.Additional staff, up to three full-time personnel, would have to be
considered to perform construction management, general inspection, and resident engineering.
Specialty inspection would need to be outsourced since staff does not have the qualifications to
perform specialty-type work.
2. Reject all bids, which is not recommended. This Project will address the deficient and aging
infrastructure at the pumping stations and provide long-term reliability and operational performance of
the electrical systems and backup emergency equipment.
FINANCIAL IMPACTS
The total estimated project cost is $38,000,000, which includes staff time, consultant costs, land
acquisition, construction contract, contingency, construction management, and other costs detailed in
Attachment 3. Phase 2 was included in the Fiscal Year 2022-23 Budget on page 212 with an estimated
budget of$47,950,000, which includes the Pump Station Upgrades, Phase 2B (Martinez) project. The

remaining budget, approximately$10,000,000, is being reserved for the renovation of the Martinez
Pumping Station.
COMMUNITY OUTREACH
Central San has held multiple meetings with the City of Martinez to answer any questions or concerns
about the Project. Additional notifications will be provided to all impacted residents and businesses after
the award of the Project and before construction begins.
COMMITTEE RECOMMENDATION
The Engineering and Operations Committee reviewed this project at its meeting on August 31, 2022 and
recommended approval.
RECOMMENDED BOARD ACTION
Staff recommends the following Board actions:
1. Find that the Project is exempt from CEQA;
2. Award a construction contract in the amount of $27,606,000 to C. Overaa & Co., the lowest
responsive and responsible bidder, for the Pump Station Upgrades, Phase 2A, District Project
8457;
3. Authorize the General Manager to execute the Contract Documents subject to submittal requirement
and include up to a 10-percent contingency; and
4. Authorize the General Manager to amend three existing professional engineering services
agreements with the following consultants in amounts not to exceed:
• Carollo Engineers, I nc. for$1.8 million, increasing the agreement to $2 million for construction
management services;
• HDR, I nc. for$600,000, increasing the agreement to $790,000 for engineering services during
construction; and
• ArcSine Engineering, Inc. for$500,000, increasing the agreement to $650,000 for engineering
services during construction.
