I wish to submit a written comment.
I have a touch of insomnia tonight, so I find myself drawn to read your
latest Board agenda after seeing the questionable activity on public
comments at your last meeting. I see from the agenda for your Board
meeting later today that you're considering giving your GM a 10% salary
increase. I just did a quick check online and, according to
transparentcalifornia.com, Roger S. Bailey had a total pay of
$340,535.20 in 2021. For comparison, and since I don't know the
market for public agency GMs nowadays, I checked the salary for the
GM at my water agency. According to transparentcalifornia.com,
EBMUD GM, Clifford C. Chan, had a total pay of $340,947 in 2021 .
Wow, public agency GMs are paid well.
What puzzles me is, according to ebmud.com, EBMUD provides
drinking water and wastewater services to 2.4 million customers, while
according to centralsan.org, Central San provides wastewater services,
recycled water and household hazardous waste collection services to
nearly half a million people. EBMUD serves about 5 times more
customers than Central San and your GMs are paid the same? And
now you want to give your GM a 10% pay increase? This is nuts! Is this
why my tax bill is so high? I wish I had more time to do something about
this, because I think the newspaper would be interested in the
outrageous salary you're giving your GM. I also see you're considering
a 7.5% raise for your Secretary of the District Katherine Young at this
meeting. I don't have the stamina to research this at this late hour, but
fear a repeat of the situation with your GM. I'm looking forward to the
November election and the opportunity to vote for some new blood on

this Board. Something doesn't smell right at Central San and it isn't the
wastewater.
