I wish to submit a written comment.
What a sad state of affairs at the District. After receiving honest
feedback from employees about Roger Bailey's performance as
General Manager during public comment, the Board's solution is to shut
down the process, instead of getting to the bottom of the the claims
being made? It took great courage for employees to speak up even
anonymously because anyone that speaks up gets punished.
When in your time on this Board have employees come forward with
public accusations like this? There is a problem with the way Roger
Bailey runs this place. The employees do not matter. We do not get
treated like you do. And now, the Board is proposing a new process for
public comments that will allow Roger Bailey to be in complete control
of determining which public comments make it to the Board and public
and which do not and he will take that opportunity to cover his tail and
attempt to snuff out the truth.
There is no point in employees talking to Roger about his performance
issues. Staff has tried this for years and it goes nowhere, because he is
self-serving and does not care about the employees. He only listens to
you. You think he's wonderful, because he devotes almost all his time
and efforts to make sure of that. You see a different Roger than we do.
You should try it from this end.
Why aren't you investigating the claims being made about Roger Bailey
in the previous public comment letters submitted to the Board and

finding out what is really going on at the District, instead of attempting to
sweep it under the rug?

I wish to submit a written comment.
Good Afternoon, Board Members
retired from a public agency after 35 years. Personally, I'm shocked at
the direction that your agency wants to take with the proposed
censorship of public comments. Freedom of speech is a given right of
ALL American people. I am not understanding why you would not allow
free expression, from the public, a public that pays your exorbitant
sewer fees.
I'm wondering who at your agency wants to control the narrative and
why? Are you trying to hide something bigger because that's the
perception I see as an outsider on what's going on here.
You've left a whole bunch of subjective terms on the table to be
interpreted by one person, your GM. Does this remind you of
communism with Kim Jong-un? It certainly reminds me of that. One
person in control of everything. A bit scary if you ask me.
Political censorship occurs when governments hold back information
from their citizens. This is often done to exert control over the populace
and prevent free expression that might foment rebellion. As a tax payer
this concerns me. What else are you censoring?
Transparency is always the best policy for a public agency, regardless if
the public comments are heated, unkind and hard to hear. That's what
makes America, America and not North Korea. Censorship in anyway

shape or form, at any level should not be tolerated.
While I do agree comments should be respectful, I also realize there is
a slippery slope to what you all are trying to do. Censoring and
controlling public comments is down-right shady. Care must be given to
avoid violating the speech rights of speakers by suppressing opinions
relevant to the business of the body. Please protect the public's right to
participate and allow the flow of ideas and viewpoints for the Board's
consideration. This is not the kind of government I want in my
community.
