SUBJECT: DISCUSS JUNETEENTH HOLIDAYTO PROVIDE RECOMMENDATION TO
THE BOARD
At the June 16, 2022 Board meeting, the Board concurred that staff provide a future Board agenda item
on the J uneteenth holiday for review, including direction for staff to conduct a survey of local agencies.
At the July 21, 2022 Board meeting, staff presented information on the holiday as well as the findings of an
interagency survey. The Board voted to request that the Administration Committee discuss this matter and
provide a recommendation to the Board. The Board also requested that staff conduct a survey of the
amount of holiday time observed by other agencies.
Please see the attached presentation, which contains the requested information. Staff will be available at
the Committee meeting to answer questions.

JUNETEENTH
• On June 19, 1865, in Galveston, Texas, Gordon Granger, a
Union general, announced General Order No. 3, proclaiming
freedom for enslaved people in Texas.
• The Juneteenth holiday, observed on June 19, commemorates
this event and the end of slavery in the United States.
• It is also called "Juneteenth Independence Day," "Freedom Day,"
or "Emancipation Day".

FEDERAL RECOGNITION
• Congress passed the bill on June 16, 2021, with bipartisan support.
• Senate voted unanimously to pass the bill under a unanimous consent agreement.
• House of Representatives passed the bill by a 415-14 vote.
• On June 17, 2021, President Biden signed legislation that made
Juneteenth National Independence Day a federal holiday.
• The law went into effect immediately, and the first federal Juneteenth holiday
was celebrated the next day on Friday, June 18, 2021.
• This was the first federal holiday since Martin Luther King, Jr. Day in 1983.
There are now 11 federal holidays in total.
• Since the passage of the federal legislation, 21 states and the District of
Columbia have formally adopted the observation of Juneteenth as a holiday.
