General Manager Written Announcements
EMPLOYEE APPRECIATION
1) Employee Appreciation Celebration Scheduled for September 21, 2022
The Annual Employee Appreciation Picnic and car show is scheduled for Wednesday,
September 21, 2022, from 11 :00 a.m. to 1:00 p.m. in "Flushing Meadow" (the garden/lawn
area next to the Household Hazardous Waste Collection Facility). Central San will be
serving lunch, dessert, and cold drinks. New this year, Central San will also be
incorporating the Innovation Fair to showcase employee optimizations and innovations.
Board Members, current employees, temporary employees, summer students, and interns
are all invited to attend. The event is not open to family members or retirees.
HUMAN RESOURCES
2) Central San Welcomes Two New Utility Workers Jesus Aguilar and
Payton deBonneville
On June 20, the Building and Grounds Maintenance Division welcomed two new Utility
Workers to its team.
Jesus Aguilar was born and raised in East County. He had been a temporary employee at
Central San for 10 months before being hired on permanently. He worked at Redwood
Painting as a journey level industrial painter for over nine years. His experience in an
industrial setting for almost a decade will help him in furthering his career at the District.
He enjoys going to the ocean; Half Moon Bay is one of his favorite places.
Payton deBonneville was introduced into the public sector work environment while
completing his senior year high school community service hours requirement. After he
graduated, he was employed at the Martinez Unified School District in the Grounds
Department for a short time until he was hired at Home Depot in the Building and Lumber
Department. He had been a Central San temporary employee for 10 months and is really
looking forward to the opportunity to build a long, successful career here at the District.
His hobbies consist of dirt bike riding, camping, fishing, and spending time with friends
and family.
3) Central San Welcomes New Maintenance Technician Angel Prado
Angel Prado was welcomed by the Mechanical Shop on June 27 as its new Mechanical
Technician I. He is one of the District's first graduates in 2020 of the Industrial Intern
Program. During the same time period, Angel graduated from Los Medanos College with
an Associate in Science degree in welding and then transitioned to working for the District
as a temporary Mechanical Technician. He later joined the Dublin San Ramon Services
District as a regular Mechanical Technician at their treatment plant. The Mechanical Shop
team is very pleased to have this hard-working individual return to this shop.

4) Central San Welcomes New Administrative Services Supervisor Nancy Yee
On July 5, Nancy Yee started as the Administrative Services Supervisor in the
Engineering and Technical Services Department. She comes to the District from Contra
Costa County, where she served the last 17 years as the Executive Assistant to the
County Administrator. In that role, she had an opportunity to interact with a number of
different County Departments and supported staff in preparing documents for the Board
of Supervisors. Prior to this position, Nancy served five years as the Executive Secretary
to the Sheriff and Undersheriff.
Nancy brings a wealth of experience and working knowledge of a high performing
organization. She possesses a Senior Executive Credential from the California State
Association of Counties Institute for Excellence in County Government. She will be
responsible for supporting the Director of Engineering and Technical Services and
supervising the administrative staff within the Department.
5) Update on Personnel Actions — Second Quarter 2022
Attachment 2 provides the Human Resources report covering personnel actions for
April 1 through June 30, 2022.
NATURAL GAS PURCHASE
6) Natural Gas Agreement to Purchase
On December 2, 2021 , the Board authorized the General Manager to agree to purchase
natural gas (NG) through 2024 with a $7.00 per dekatherm limit. Staff has agreed to
purchase 333 dekatherms per day at $5.92 per dekatherm for January to March of 2023.
This is the second agreed-to-purchase amount for 2023.
OUT OF STATE CONFERENCE ATTENDANCE
7) Staff to Attend the National Association of Clean Water Agencies (NACWA)
Utility Leadership Conference in Seattle, Washington from July 24-27, 2022
General Manager Roger S. Bailey and Director of Operations Steve McDonald will attend
the NACWA Utility Leadership Conference from July 24-27 in Seattle, Washington.
The conference will explore the key policy and legislative changes needed to adapt the
Clean Water Act to address modern water quality challenges; how to create a more
sustained funding model for the future that addresses underlying affordability concerns; the
role that issues of equity and environmental justice should play in both clean water policy
and utility management going forward; and how continued innovation and development of
new technologies will impact the future of clean water and utility management. The cost of
the NACWA Conference was included in the Fiscal Year 2022-23 Technical Training,
Conferences, and Meetings Budget.

9) General Manager Authorized Contracts, Agreements, Etc. — Second Quarter
2022
The Board delegated various authorities to the General Manager via Board Policy
No. BP 037 — Delegation of Authority to General Manager, including the authority to enter
into certain agreements and contracts on behalf of the District. Additionally, the Board
requested an announcement when construction projects have been accepted, which
occurs when the Notice of Completion is recorded with the County Recorder's Office.
The Board also requested notification of certain legal claim settlements. Following is a
