SUBJECT: RECEIVE INFORMATION ON JUNETEENTH HOLIDAY FOR DISCUSSION
At the June 16, 2022 Board meeting, the Board concurred for staff to provide a future agenda item on this
subject for review, including direction for staff to conduct a survey of local agencies. Staff will present the
attached information at the meeting.

JUNETEENTH
• On June 19, 1865, in Galveston, Texas, Gordon Granger, a
Union general, announced General Order No. 3, proclaiming
freedom for enslaved people in Texas.
• The Juneteenth holiday, observed on June 19, commemorates
this event and the end of slavery in the United States.
• It is also called "Juneteenth Independence Day," "Freedom Day,"
or "Emancipation Day".

FEDERAL RECOGNITION
• On June 17, 2021 , President Biden signed legislation that made
Juneteenth National Independence Day a federal holiday.
• The law went into effect immediately, and the first federal Juneteenth
holiday was celebrated the next day on Friday, June 18.
• This was the first federal holiday since Martin Luther King, Jr. Day in
1983. There are now 11 federal holidays in total.
• Since the passage of the federal legislation, 21 states, and the
District of Columbia have formally adopted the observation of
Juneteenth as a holiday.
