ISSUE
A resolution of the Board of Directors (Board) is required to apply for a $50,000 grant to conduct marine
flare education and outreach and hold up to two collection events for recreational boaters in our service
area. These collection events will be partnered/contracted with the California Product Stewardship Council
(CPSC) and in collaboration with Delta Diablo, RecycleMore (West County HHW program), and indirectly,
with multiple northern California HHW Programs to maximize efficiency and reduce transportation costs to
the final disposal site. The location has not been determined, but the Martinez Marina is the most logical
setting.
BACKGROUND
This project includes HHW public education and outreach for general audiences and residential boat
owners. The project will develop a marine flare education campaign that highlights the risks of single-use

pyrotechnic distress signals, challenges with safe collection, and promote reusable LED alternatives
approved by the Coast Guard. The education campaign will include social media, webinars, postcards to
registered boat owners, and "dock walking" for direct contact with boaters. The education and outreach
pieces would be provided by CPSC with approval through the District's Communications group.
The marine flare collection event(s)will follow similar strategies as the events CPSC leads in the Bay Area
and around the state. One or two collection events will be planned with neighboring jurisdictions, who are
current grant recipients (Delta Diablo (HD 35) and RecycleMore (HD 37) and others, to save money on
transportation costs, which can be as much as $20,000 for a shipment. Grant funds will cover the District's
fair portion of the transportation costs, explosive disposal costs, which range from $12-$50 per flare, staff
and materials up to $20K per event, and support any permitting requirements for the collection site. The
grant also covers up to $20 towards a reusable alternative distress signal. CPSC will work to find sponsors
to cover the additional cost to conveniently give out free devices rather than coupons, which are rarely
redeemed.
Performance Measures
Central San will measure the success of this project by using the criteria shown below. Central San will
establish baseline data of marine flare disposal by collecting available information from participating
jurisdictions and during the collection events. Data to be reported will include:
1. Number of reusable devices given out at exchange events
2. Number of marine flares collected at events
3. Number and reach of social media posts and/or other digital publications
4. Number and reach of resident postcard/bill inserts and/or other print publications
5. Examples of mishandled marine flares provided by grant partners and stakeholders.
Marine Flares
Due to Central San's proximity to several lakes, reservoirs, and other local waterways, including the
Martinez Marina, there are an estimated 10,000 recreational boaters in the HHW service area. These
boaters are required to possess an emergency signaling device, such as marine flares, in the event a
vessel may need to signal for emergency response. Because flares have a mandated 42-month expiration
date from the date of manufacture, they must be replaced after approximately three boating seasons.
Presently, there are only two permitted collection sites in California that accept and dispose of expired
marine flares. HHW facilities are generally not permitted to accept them because of their low-level
explosive nature, and few want to accept them due to the significant expense associated with transporting
and disposal of marine flares on their own. These challenges can lead to illegal use or improper disposal
by boat owners.

About the CalRecycle Grant
CalRecycle offers the HHW Grant Program pursuant to Section 47200(a) of the Public Resources Code.
The purpose of the HHW Grant Program is to assist local governments in safely implementing HHW
programs, which may include public education, source reduction, reuse, recycling, load checking, and
collection components. Approximately$1.0 million in funding is available for the 39th Cycle (HD39)-
Fiscal Year 2022-23 Small Projects Grants. Regional groups (two or more cities/counties) may request up
to $100,000 for smaller projects that complement existing and/or regional HHW programs. Applications
are due July 27, 2022, and, if awarded, the grant term will be approximately November 2022 through
September 2025.

ALTERNATIVES/CONSIDERATIONS
The Board could decline the adoption of the resolution and forgo the education and collection events
related to proper marine flare management. This alternative is not recommended as there are no proper
disposal options available in the HHW service area, but it could be accepted since the HHW program
does not accept explosive wastes.
FINANCIAL IMPACTS
The HD39 CalRecycle grant is for$50,000. If awarded, grant funds would fully secure the necessary
expenses to hold the marine flare collection events and conduct the associated outreach and education. A
small portion of in-kind District staff time would supplement the efforts.
COMMITTEE RECOMMENDATION
The Real Estate, Environmental and Planning Committee did not review this matter due to time constraints
of the opening of the grant cycle, Committee meeting dates, and the grant application deadline.
RECOMMENDED BOARD ACTION
Adopt the proposed resolution authorizing the General Manager to apply for$50,000 of CalRecycle HD39
grant funding for education, outreach, and collection of marine flares.

A RESOLUTION OF THE CENTRAL CONTRA COSTA SANITARY DISTRICT
AUTHORIZING SUBMITTAL OF REGIONAL APPLICATION TO THE
CALIFORNIA DEPARTMENT OF RESOURCES RECYCLING AND RECOVERY (CALRECYCLE)
FOR LOCAL GOVERNMENT HOUSEHOLD HAZARDOUS WASTE GRANTS
WHEREAS, the Central Contra Costa Sanitary District (Central San) operates the
Household Hazardous Waste Collection Facility (HHWCF) at 4797 Imhoff Place,
Martinez, California; and
WHEREAS, the HHWCF and its operating plan were designed to provide hazardous
waste collection, handling, recycling, and disposal services to both residential customers
and small businesses that qualify under state regulations as "Conditionally Exempt Small
Quantity Generator(s)," generally referred to as CESQGs; and
WHEREAS, Public Resources Code sections 48000 et seq. authorize CalRecycle to
administer various grant programs (grants) in furtherance of the State of California's (state)
efforts to reduce, recycle and reuse solid waste generated in the state, thereby preserving
landfill capacity and protecting public health and safety and the environment; and
WHEREAS, Household Hazardous Waste grants allow regional grant projects; and
WHEREAS, CalRecycle grant application procedures require, among other things, an
applicant's governing body to declare by resolution certain authorizations related to the
administration of CalRecycle grants.
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of Central San as
follows:
THAT, Central San is authorized to submit a Household Hazardous Waste grant regional
application on behalf of itself as Lead Agency; and
THAT, the General Manager, or his/her designee, is hereby authorized and empowered
to execute on behalf of Central San all grant-related documents, including, but not limited
to, applications, payment requests, agreements, and amendments necessary to secure
grant funds and to implement the approved grant project; and
THAT, the General Manager, or his/her designee, is hereby authorized to revise the list of
participating jurisdictions as necessary with each application: and
THAT, these authorizations are effective for five years from the date of adoption of this
resolution.
