ISSUE
Changes to Board policies require Board approval.
BACKGROUND
BP 019 - Recycled Wateris due for its biennial review and staff is proposing a number of revisions to
reflect the evolving nature of recycled water. In addition to removing redundant elements, staff is proposing
to eliminate the 15-year payback criteria and replace it with a new provision that is based on cost-
effectiveness and the principle of beneficiary pays. Staff is proposing to memorialize the Board guidance
given as part of Central San's 2016 Recycled Water Wholesale Opportunities study to prioritize large
recycled water projects with year-round demands, and based on the Board's August 2021 policy
discussion on recycled water, staff is proposing the addition of prioritizing recycled water projects that
keep the water supply benefit local by expanding water resources within Central San's service area.

Lastly, staff is proposing the addition of a new reference to the Guiding Principles for Satellite Water
Recycling Facility projects, which were adopted by the Board in January 2022. See Attachment 1 for a
redlined version of staff's and the Administration Committee's proposed revisions. See Attachment 2 for a
clean version of the updated policy being proposed for the Board's consideration.
ALTERNATIVES/CONSIDERATIONS
The Board could decide not to approve the proposed revisions. This is not recommended as this policy
has not been updated since it was first adopted in 2016 and a number of related Board policy discussions
and actions have taken place since that time should be incorporated to accurately reflect the current
Board's direction on the development of recycled water projects.
FINANCIAL IMPACTS
There are no financial impacts that will result from approving the proposed revisions to BP 019.
COMMITTEE RECOMMENDATION
These policy revisions were reviewed by the Administration Committee at their meeting on July 5, 2022.
The Committee provided input, which has been included in the attached proposed version. With these
edits incorporated, the Committee recommended Board approval.
RECOMMENDED BOARD ACTION
Approve the proposed revisions to Board Policy No. BP 019 - Recycled Water.
