SUBJECT: RECEIVE UPDATE ON THE MOST RECENT MEETING OF THE BAYAREA
CLEAN WATER AGENCIES (BACWA)

UPDATE:
Air:
The Bay Area Air Quality Management (BAAQMD)workgroup that includes BAAQMD, BACWA, and a
Regional Water Board representative will meet for the second time on July 18. BACWA wants to ensure
that the collaboration is effective. A Regional Water Board representative will participate again. There will
be continued discussion on Rule 2-5 and Rule 11-18.
Nutrients:
There was an internal Nutrient Strategy Team Meeting on June 30, and there will be another one on July
26. There will also be a workshop with the Regional Water Board on J my 28. The internal strategy team
discussed potential key tenets for the next permit, including load caps - both bay-wide and individual
treatment plant, implementation, and compliance.
The Southern California Coastal Research Project presented its modeling work on ocean acidification at
the March 2022 San Diego Regional Board meeting. Members of southern California's publicly owned
treatment works and the California Association of Sanitation Agencies (CASA) are working to identify gaps
in the quality and types of data used for the model. BACWA is tracking the progress to see if the
modeling work could have an impact on BACWA members.
Administrative:
Eileen White will be the new Executive Officer of the Regional Water Board. For the BACWA Board,
Amit Mutsuddy of San Jose will continue as BACWA Board Chair for another year, and Jackie Zipkin of

the East Bay Dischargers Authority is the new Vice Chair of the BACWA Board. Also, for Central San,
Mary Lou Esparza will replace Jean-Marc Petit as the first alternate for the Board representation. Colleen
Henry will be part of the Bay Area Pollution Prevention Group Steering Committee
Other:
BACWA and CASA coordinated a support letter for a proposed compost facility at Jess Ranch in
Alameda County that plans to accept biosolids. The project has received a conditional use permit from
Alameda County Planning Commission. In June, a third-party appeal of the Environmental Impact Report
to the Board of Supervisors was denied.
