SUBJECT: RECEIVE UPDATE OF NATIONAL POLLUTANT DISCHARGE ELIMINATION
SYSTEM (NPDES) 2021-2022 PERMIT RENEWAL
Central San's new NPDES permit was adopted by the Regional Water Board on June 8, 2022,
concluding a strategic process that began in early 2021. The permit becomes effective on August 1, 2022,
and expires on July 31, 2027.
Central San staff is confident the intensive, collaborative efforts of staff, consultants from EOA, Inc., and
the Regional Water Board led to the development of an appropriate permit, one that is both protective and
practical, for Central San's operations.
The internal permit renewal team, led by Lori Schectel, included key contributions from a core team:
Assistant Engineer Khang Nguyen, Laboratory Program Administrator Mary Lou Esparza, and Supervising
Chemist Blake Brown. Additional acknowledgements go to collaborators from the Environmental
Compliance and Regulatory Compliance groups, Plant Operations, Plant Maintenance, Capital Projects,
Planning Engineers, the GIS Team, the Resource and Recovery Program Manager, Collection System
Operations, Central San administrative staff and directors, and District Counsel.
