ISSUE
Board of Directors (Board) authorization is required to convey real property rights.
BACKGROUND
Contra Costa Water District (CCW D) requested a 20-foot wide access easement, over land owned in fee
by Central San for the Outfall property. CCWD's Shortcut Pipeline Project requires the approximately
2,000 square feet of land for ingress and egress only, and the access easement will not include any rights
to store, stage or build any improvements on the property.
ALTERNATIVES/CONSIDERATIONS
The Board could decline to authorize the access easement to CCW D. However, this is not recommended
because the access easement benefits a public utility without impacting Central San's services and
CCW D could condemn for the property rights.
FINANCIAL IMPACTS
CCW D will pay Central San for the access easement based on a market appraisal.

RESOLUTION NO. 2022-
APPROVE A GRANT OF EASEMENT TO CONTRA COSTA WATER DISTRICT,
DISTRICT PROPERTY APN: 159-250-020 (OUTFALL RIGHT OF WAY)
BE IT RESOLVED by the Board of Directors of the Central Contra Costa Sanitary
District (District) as follows:
THAT the District hereby approves a Grant of Easement to Contra Costa Water District,
dated , 2022, for access over District property identified as Assessor's Parcel
Number 159-250-020.
THAT the President of the Board of Directors and the Secretary of the District are
hereby authorized to execute the Grant of Easement on behalf of the District; and
THAT staff is authorized to record the documents in the office of the Recorder of Contra
Costa County.
PASSED AND ADOPTED this day of August 2022, by the Board of Directors of the
