General Manager Written Announcements July 7, 2022 Regular Board Meeting Agenda Packet- Page 112 of 137 Page 2 of 4 Attachment 1 Board Meeting of July 7, 2022 General Manager Written Announcements EXCESS LIABILITY INSURANCE RENEWAL 1) Selection and Purchase of Excess Liability Insurance for July 1, 2022 Renewal Period Staff had presented options for consideration at the Finance Committee and Board meetings to renew excess liability insurance coverage for the upcoming July 1 renewal period. These options included consideration to join a pooled liability program offered by the California Sanitation Risk Management Authority (CSRMA), or to continue with commercial insurance coverage pending receipt of insurance cost quotes by mid-June. Delegation was provided to the General Manager to make the final selection of the insurance coverage option based on cost and coverage. Staff considered each option in full, including an assessment of coverage, claims handling and cost considerations, and concluded continuing with the commercial coverage was the preferred choice at this time and requested the insurance broker to proceed with the binding of coverage. The option to consider joining a pooled liability authority will be revisited next year and remains a viable option for future insurance coverage consideration. Based on recent insurance coverage quotes received, the cost to renew with commercial coverage was only a 10% premium increase from the prior year, less than the 30% increase projected for the FY 2022-23 Budget. Even with a 10% premium increase from the current premium level, the overall cost was less than the pooled authority cost estimate received. HUMAN RESOURCES 2) Central San Welcome New Maintenance Crew Member Louis Raffa The Collection System Operations (CSO) Division welcomed its newest team member on June 27, Maintenance Crew Member I, Louis Raffa. Louis joins Central San from EI Sobrante Sewer Repair, a small family business. He has nine years of underground work experience and the skills needed to keep a small business running. Louis shared he wanted to work for Central San so that he can learn from the best and be a part of something larger than himself. He lives in Richmond with his wife and two children. The CSO team finds Louis to be a great fit to hit the ground running, and become a valuable asset to the District. July 7, 2022 Regular Board Meeting Agenda Packet- Page 113 of 137 Page 3 of 4 Written Announcements July 7, 2022 Page 2 of 3 NATURAL GAS PURCHASE 3) Natural Gas Agreement to Purchase On December 2, 2021 , the Board authorized the General Manager to agree to purchase natural gas (NG) through 2024 with a $7.00 per dekatherm limit. Staff has agreed to purchase 333 dekatherms per day at $6.50 per dekatherm for January to March of 2023. OUT-OF-STATE TRAVEL 4) Staff Travel to Minneapolis/St. Paul, Minnesota and Green Bay, Wisconsin to Tour Treatment Plants for the Solids Handing Facility Improvements- Phase 2 and Steam Renovations-Phase 1 Capital Improvement Projects Central San Engineering and Operations and Maintenance staff are working on two critical projects: Steam Renovations-Phase 1 and the Solids Handling Facility Improvements-Phase 2. As a part of the Steam Renovations project, staff is evaluating a Steam Turbine Generator. If Central San transitions to the new electric blowers as the lead (currently, steam-driven blowers are lead), there will be a steam surplus. Rather than waste this steam, installing a Steam Turbine Generator will assist in converting the steam to electricity. Metropolitan Council Environmental Services (MCES) owns/operates seven treatment facilities in the Minneapolis/St. Paul metro area and captures the heat from sludge incinerators and produces electricity using waste heat boilers and steam turbine/generators. As a part of the Solids Handling-Phase 2 project, staff is reevaluating the selection and phasing of biosolids facilities upgrades based on information and circumstances that have changed since the last Comprehensive Wastewater Master Plan. The Green Bay Metropolitan Sewerage District, operated under the brand name of NEW Water, collects and treats wastewater. The solids handling treatment train includes anaerobic digestion followed by solids drying and incineration. The digestion and incineration processes were installed under the Resource Recovery and Electrical Energy Project and have been in operation since 2018. The following five Central San staff members will be visiting these two facilities to learn about the benefits and challenges in operating these facilities from their Operations and Engineering staff. The focus will be on treatment technologies and optimizations, and aim to help best evaluate alternatives and develop new best practices for Central San. Steve McDonald , Director of Operations Jean-Marc Petit, Director of Engineering and Technical Services Edgar Lopez, Capital Project Manager Nate Hodges, Senior Engineer, Special Projects Nitin Goel, Senior Engineer, Special Projects and Asset Management Group Staff attendance to travel to these sites was included in the Fiscal Year 2022- 23 Capital Improvement Budget to visit facilities with such operations that are mainly located in the Midwest and east coast. July 7, 2022 Regular Board Meeting Agenda Packet- Page 114 of 137 Page 4 of 4 Written Announcements July 7, 2022 Page 3 of 3 PROJECT UPDATES 5) Public Bidding of Pump Station Upgrades, Phase 2A, District Project 8457 The Pump Station Upgrades, Phase 2A, District Project 8457 (Project) will replace and upgrade two pumping stations, Fairview and Maltby, in Martinez. These stations are used to convey all the wastewater from the Martinez Pumping Station, which serves much of the Martinez and Alhambra Valley service area. The Project is aimed to address infrastructure needs, reliability, and improve safety. Construction will include, but is not limited to, heavy civil, concrete, structural, underground piping, mechanical, new PG&E services, electrical systems, emergency generators, instruments, controls, and other work to build two 12.4 MGD (million gallons per day) peak capacity pumping stations. Once the new stations are fully operational, the existing facilities will be decommissioned and demolished. This Project started advertising on June 30 and July 7, 2022. The bid opening is tentatively scheduled for August 11, 2022. The Engineer's estimate for construction is $35.4 million.
