ISSUE
Authorization from the Board of Directors (Board) is required to execute a professional consulting
agreement in an amount greater than $200,000.
BACKGROUND
I n 2017, a comprehensive security study was completed for major and critical facilities that utilized the
principles of the American Water Works Association standard J 100 for Risk Analysis and Management for
Critical Asset Protection methodology. This study included budgetary estimates for potential
improvements across multiple assets or facilities while considering malevolent and natural hazards. The
improvements and budgets were included in the Capital I mprovement Budget (CI B) and Ten-Year
Financial Plan.
Since then, the Capital Projects Division has identified the need to hire a security specialist to assist with
the design and construction for the items and risks identified in the security study for various District
projects, including those projects listed under the Capital Program as well as other operational-
maintenance type projects. In addition, Central San formed a Security Committee consisting of key
members throughout the organization to identify issues or implement recommendations that are practical
and/or cost-effective to address security challenges impacting daily operations. The Security Committee
members include, but are not limited to, staff from Executive Management, Risk Management, Information

Technology, Safety, and key personnel from Operations and Capital Projects.
The Security Committee has discussed the recent increase of the nearby homeless population, property
thefts, and other threats of concern, and concurred that a security consultant is needed to assist staff
develop and implement a customized security program. The anticipated scope of work for the security
consultant will include the following:
• Assist Capital Projects in developing specifications, selecting equipment, and standardizing
documents.
• Update the security study and provide additional details to reflect the latest challenges facing the
District.
• Review current security procedures and provide recommendations for improvements.
• Provide consulting to the District's Security Committee and Operating departments.
Staff prepared and posted a Request for Qualifications on PlanetBids and the Central San website. On
April 14, 2022, three companies responded. Staff selected Guidepost Solutions, LLC as the best-fit firm
based on their experience, qualifications, and ability to meet the security needs of Central San. The
consultant fees for this contract were negotiated after the selection process had been completed.
ALTERNATIVES/CONSIDERATIONS
The practice of using as-needed or on-call agreements has been very successful. Executing this type of
agreement allows for reduced administration costs and staff time needed to issue individual agreements
for each project. The tasks developed under these agreements are typically low cost and consolidating the
work is recommended. Larger tasks are typically handled under separate agreements with consultants
under project design or construction.
FINANCIAL IMPACTS
The total estimated cost for the consulting services may reach up to $230,000 over a two or three-year
period, if fully utilized.All services that will be provided under this agreement will be paid for under various
projects budgeted and identified in the annual District budget.

The Engineering and Operations Committee reviewed this subject on July 6, 2022 and recommended
