The representative for Seat B will serve the full three-year term ending December 31, 2025. Seat B is currently held by Ryan Clausnitzer, Alameda County Mosquito Abatement District. His term will expire December 31, 2022 and he is running for re-election. Each of the six regional divisions (see attached map) has three seats on the CSDA Board with staggered three-year terms. The Bay Area Network currently has three representatives - Stanley R. Caldwell (Seat C) and Ryan Clausnitzer (Alameda County Mosquito Abatement District) (Seat B) and Chad Davisson (Seat A). The following candidates are running: • Ryan Clausnitzer (Alameda County Mosquito Abatement District) • Matthew Fuzie (Livermore Area Recreation and Park District) Candidate statements are attached for Ryan Clausnitzer and Matthew Fuzie. Per CSDA Bylaws, the candidate with the highest number of votes will assume the full term (Seat B). Central San is requested to vote for one candidate via internet ballot no later than July 8, 2022. As the Board representative of the Contra Costa Chapter of the CSDA, I am strongly recommending that the District votes be cast for Ryan Clausnitzer, Alameda County Mosquito Abatement District As the District's voting delegate, I am requesting direction as to how to cast Central San's vote. The leadership of CSDA is elected from its six geographical networks. Each of the six networks has three seats on the Board with staggered 3-year terms. Candidates must be affiliated with an independent special district that is a CSDA Regular Member in good standing and located within the geographic network they seek to represent. (CSDA Network Map) The CSDA Board of Directors is the governing body responsible for all policy decisions related to CSDA's member services, legislative advocacy, education and resources. The Board of Directors is crucial to the operation of the Association and to the representation of the common interests of all California's special districts before the Legislature and the State Administration. Serving on the Board requires one's interest in the issues confronting special districts statewide. Commitment and Expectations: i June 16, 2022 Regular Board Meeting Agenda Packet- Page 759 of 771 Page 4 of 10 Attend all Board meetings, usually 4-5 meetings annually, at the CSDA office in Sacramento. Participate on at least one committee, meets 3-5 times a year at the CSDA office in Sacramento. (CSDA reimburses Directors for their related expenses for Board and committee meetings as outlined in Board policy). Attend, at minimum, the following CSDA annual events: Special Districts Legislative Days - held in the Spring, and the CSDA Annual Conference - held in the Fall. (CSDA does not reimburse expenses for the two conferences even if a Board or committee meeting is held in conjunction with the event) Complete all four modules of CSDA's Special District Leadership Academy within 2 years of being elected. (CSDA does not reimburse expenses for the Academy classes even if a Board or committee meeting is held in conjunction with the event). Please review the CSDA Board Policy 2.16 Board Commitments & Responsibilities. Nomination Procedures: Any Regular Member in good standing is eligible to nominate one person, a board member or managerial employee (as defined by that district's Board of Directors), for election to the CSDA Board of Directors. A copy of the member district's resolution or minute action and Candidate Information Sheet must accompany the Nomination Form. The deadline for receiving nominations for the Northern, Sierra, Bay Area, Central and Southern Networks is March 31, 2022. Due to the current vacancy in the Coastal Network, the deadline for receiving nominations for the Coastal Network is April 11, 2022. Nominations and supporting documentation may be mailed or emailed. June 16, 2022 Regular Board Meeting Agenda Packet- Page 763 of 771 Page 8 of 10 March 11, 2022 Bay Area Special Districts Re: CSDA Board of Directors Bay Area Network Seat B I am seeking your support for a third term on the CSDA Board of Directors in the Bay Area Network based on my CSDA leadership, my involvement in the community specifically focused on raising awareness of special districts, my 25 years of experience in all levels of government, and my academic background in public policy. In my current 3-year term on the Board of CSDA, my fellow directors chose me as Vice-President for the first year and President the following two. Other than serving on the Board of the Alameda CSDA chapter, I was pleased to be able to attend several virtual county chapter meetings in Santa Clara, San Mateo, Contra Costa, Marin, with a formation meeting in Sonoma County. These connections allow me to better represent the entire region at CSDA meetings and advocacy events . Regarding events, in 2021, I led CSDA to make its first connections with the Boys and Girls State of California leading to a presentation and career day inclusion at the 2021 virtual Boys State. CSDA has assurances from both the Girls and Boys State that we will engage again in 2022 and beyond. This fulfills my goal in my first year as President to increase the visibility of special districts to future directors and as a viable career option. The goal in my second year of CSDA Presidency is for special districts to better represent the communities that they serve. I began this process by working with the Institute for Local Government and will be bringing these initiatives directly to CSDA' s strategic planning session this summer. The San Francisco Bay Area is a very amazing place to live and it is our job to make life here even better by delivering critical services to our communities as efficiently and effectively as possible. I would be honored to represent your special district once again on the CSDA Board of Directors. Fuzie have been in Recreation and Law Enforcement since 1981 . After a 33-year career with California State Parks finishing as Deputy Director, retired on August 4 of 2018. On August 6, 2018, 1 started as General Manager of the Livermore Area Recreation and Park District (LARPD). My experiences with State Government translated very well into the management of a special district. My experience translates very well into this position as well. I have worked in every corner of California and at high levels in Sacramento. I know my way around the Capitol buildings and have many contacts. I am very comfortable working with legislators and their staff. am a very good problem solver and professional who can get things done.
