I wish to submit a written comment.
Board, I feel the need to speak up and address my concerns for the
management here, particularly the management of our General
Manager, Roger Bailey. No employee here can speak openly and
discuss concerns here for fear of backlash. So, I want to put it out there
the reason morale is so low can directly be attributed to him. Not from
the two years plus years of dealing with covid, not from wanting to have
a hybrid schedule implemented, or any other reason is being thrown
around. It is because here at the District, we are working under the
destructive leadership of Roger Baily. I am an employee who is afraid to
speak up, so I don't dare. I do my job and I don't make waves. I am
NOT the only one who is afraid here to speak up — all of us are. His
leadership has contaminated this workplace. Everyone, at every level,
fears any type of his covert retaliation. It's common knowledge that
anyone who speaks up here will not get promoted. I have a family to
support so I speak today in anonymity but I am at my wit's end. No one
should have to come to a workplace and deal with this style of
leadership. Leaving isn't an option for me, as for many. Don't let our
strong retention rate here be your metric guiding you to think it's a great
place to work and employees are happy. That is a smoke and mirrors
mind frame. We are a public agency and we all have our pension goals.
We are stuck here. Toxic leaders seep down to all levels of the
organization This toxicity has been festering for years. Under toxic
leadership, it's difficult for employees to thrive. A workplace plagued by
fighting, drama, unhappy employees and being afraid of the big boss -
that is what Central San is and what has been created. You cannot
safely express a difference of opinion here. Roger only values hierarchy
and his 5 bosses. No one else matters and it shows.
The recent discussions about the telework policy is a prime example of
the clear dysfunction and lack of control going on within our
organization, due his poor leadership. What a divide our GM has
created between all the work groups. I almost feel like he has
encouraged the chaos because it takes the culpability off him. A real
leader brings people together. The board delegated Roger to work on a
telework policy but it appears he can't make a decision and effectively
handle this on his own. I have heard, for example, that management in
my workgroup will require staff to provide their home IP address and
telework cannot be done on a Monday and Friday. But in other
workgroups, I have heard won't have those rules and again another
workgroup has said that they won't be allowed to combine a 9/80
schedule with telework. He has created a huge division here between
all, and if a policy is instituted, it will be a hodge podge of
convolutedness with strict rules and restraints attached for different
work group, that will only further divide us more over the inequality of it
all. But again,
I am so disengaged from District. You don't have leaders, you have
followers. It is time for accountability and to stop the incivility and
negativity that permeates here.
Board, please don't take my message at face value. Go find out for
yourself. Solicit feedback about how staff feels about his performance
and how he is doing representing the employees at Central San from
every single person here. We need to stop worrying about winning our
next award and start focusing our efforts internally on valuing and
trusting our employees and treating them fairly. Is this the vision and
direction the Board wants for our General Manager, and our agency?
My speech/comment is not about an item on the Agenda. I wish to address the Board
during the PUBLIC COMMENT item on the agenda.
