ENERGY CONSUMPTION
1) First Quarter Update on Central San's Energy Usage
Central San actively tracks greenhouse (GHG) emissions to optimize the use of energy at its
facilities in the most cost-effective and environmentally responsible manner. The attached
energy dashboard contains a breakdown of Central San's energy usage for the month of
March 2022 along with a comparison of the energy used during the first quarter of the
calendar year. The chart shows the cost breakdown of Pacific Gas and Electric (PG&E) and
Marin Clean Energy (MCE) electricity.
HUMAN RESOURCES
2) Central San Welcomes New Graphics Specialist Kelsey Lansang
A familiar face to Central San, Kelsey Lansang began as an intern in 2014 and pioneered
the design of Central San's award-winning Pipe Protectors education program. Kelsey was
welcomed by the Communications team on April 18 as the new Graphics Specialist.
Outside of the District, she has worked as a designer and educator at local schools,
businesses, and nonprofits. Kelsey enjoys volunteering her time to organizations such as
the Contra Costa Food Bank, Choice in Aging, Tony La Russa's Animal Rescue
Foundation, and the local Filipino American community, celebrating diversity and uplifting
the residents in our county. She is an outstanding example of the success of the District's
internship program.
OUT-OF-STATE CONFERENCE
3) Staff to Attend International Institute of Municipal Clerks (IIMC) 2022 Annual
Conference in Little Rock, Arkansas from May 22-May 26, 2022
From May 22-26, 2022 (Sunday through Thursday), Secretary of the District Katie Young
will attend the IIMC 2022 Annual Conference in Little Rock, Arkansas.
The IIMC Annual Conference is dedicated to being the foremost educational and
networking experience for municipal clerk professionals. A variety of workshops will be
provided that are vital to clerk training and development, including topics on Leadership,
Communication, Technology, Records Management, Budget/Finance, Returning to the
Office after the Pandemic, and more. Along with the education, this conference will help
the Secretary of the District gain education points towards earning her Certified Municipal

Clerk (CMC) designation. The sessions will also help the Secretary of the District's office
stay ahead of a challenging and fluctuating environment. The best practices, new ideas,
contacts and tools gained from this conference will be put to good use at Central San.
The cost of this conference is included in the Fiscal Year 2021-22 Technical Training,
Conferences and Meetings Budget.

4) Director of Finance and Administration Philip Leiber Reappointed to Serve
on Contra Costa County Treasury Oversight Committee
Philip Leiber was recently reappointed to serve a four-year term on the Contra Costa
County Treasury Oversight Committee as a special district representative. The Treasury
Oversight Committee consists of seven representatives (for the public, special districts,
schools and the Board of Supervisors) and additional alternates. The Committee meets
quarterly to review the County's investments performance and compliance. As Central San
uses the County for treasury services, including investments, this oversight is of value to
the District. Mr. Leiber has served on the Committee since 2020.
LAFCO ELECTION UPDATE
5) Election Results of the Recent LAFCO Election for a Regular Seat on the
Commission
Earlier this year, the Contra Costa Local Agency Formation Commission (LAFCO) issued a
call for nominations for two special district seats up for election in conjunction with expiring
terms ending this May, one regular and one alternate seat. The term for both seats is four
years, until May 2026. One nomination was received for the alternate seat, current
incumbent Stan Caldwell; therefore, no election was necessary. Five nominations were
received for the one regular seat vacancy. The Central San Board unanimously agreed at
its April 7, 2022 meeting to cast the District's vote for the current incumbent, Igor Skaredoff.
The election was held on April 15; Patty Bristow, Board Member, Byron-Brentwood-
Knightsen-Union Cemetery District was elected to hold the regular LAFCO seat. On June 8,
LAFCO will welcome Ms. Bristow and honor current Commissioner Igor Skaredoff for his
service since 2014.
