We achieve this by providing high quality training, comprehensive workplace evaluation, incident response, hazardous materials management from acquisition to disposal, and by managing regulatory information. The EH&S Workgroup understands that to maintain an effective District-wide EH&S Program, it needs the continued support and commitment of Central Contra Costa Sanitary District's (Central San) management and the participation of all workgroups. Safety staff will continue to work closely with both groups to foster and maintain this support. The recordable cases consisted of two lost time, one lost time with restricted work, and two medical only cases. There was an increase from four to five recordable cases (+25%) from the 2020 Calendar Year (CY 2020) to CY 2021. The EH&S Workgroup continues to encourage employee reporting of first aid only injuries/illnesses and near-misses. The EH&S Workgroup uses this data to help identify and correct hazards in the workplace that could result in a recordable injury, as well as tailor safety training to address these hazards. The total number of restricted workdays decreased from 128 to 14 (-89%) from CY 2020 to CY 2021 (see Graph 3). EH&S continues to concentrate on accident causation and directed training. These efforts have kept the number of recordable injuries low and the severity of days remains at 4.8 days/claim. The number of restricted workdays decreased from 32.0 days/claim to 2.8 days/claim. Graph 4 Mechanism of Injury/Illness Contact with Other Object or Equipment Exposure to Harmful Substance or Environments Slip, Trip, Fall, or Jump Overexertion or Bodily Reaction The most common type of injury was Contusions, which accounts for 40% of all injuries. The second most common injury was evenly divided at 20% between Poison Oak Exposure, Infection, and Strains/Sprains. None of the CY 2021 injuries were associated with common activities, equipment, or procedures. The EH&S Workgroup will target contusion as well as strain/sprain related injuries while conducting classes in the CY 2022 training schedule. The common mechanism for these injuries are related to Slips/Trips/Falls and Overexertion. The most common injured body parts are: 1. Legs 2. Arms 3. Abdomen 4. The rates vary from year to year due to the frequency and severity of the injuries occurring and by the number of hours worked (exposure time). The recordable rate for CY 2021 is 2.0, which is slightly higher than the CY 2020 rate of 1.5, due to the increased number of recordable claims in 2021. Central San's recordable rate is below the BLS rate for California's Sewage Treatment Facilities at 2.0 versus 3.3 (-39%). Additionally, both the Days Away rate and Restricted Time rate are well below the BLS rates. Central San's Days Away, Restricted or Transferred rate is lower than the BLS Rate for California Sewage Treatment Facilities (1.2 vs 2.1). The EH&S Workgroup sees this as an indication of the successful implementation of the Central San Return-to- Work/Interactive Process Program that places employees back on the job with modifications or job reassignment instead of resulting lost workdays. This provides an opportunity for the employee to work-harden and remain a part of the Central San culture while recovering from their injury/illness. BLS rates were pulled from 2020 for utility systems for local governments. These local governments include cities, counties, community service districts, park and recreation districts, etc. who perform underground construction, road, facilities maintenance, and utility work. Central San's Incident Rate is 60% lower than the rate of the Local Government — Construction and Local Government — Utilities. Additionally, the Days Away rate is 43% less in comparison at 0.8 and 1.4, respectively. Safety Training The Safety Workgroup is responsible for assessing Central San's safety training needs, developing and coordinating safety training programs, and monitoring and evaluating the effectiveness of the programs. During CY 2020, the Safety Workgroup implemented Online Safety Training Coursework through Target Solutions. Employees completed 5,039 individual Training Courses on 201 separate training Subjects. COVID-19 Pandemic — Ongoing • Maintained and updated COVID-19 Exposure Prevention Plan • Revised Contractor COVID-19 protocols and symptom monitoring before allowing work in the treatment plant • Established rotational testing with the County and obtaining first- responder status to speed up the testing process • Conducted Contact Tracing for COVID-19 positive cases and reporting to Contra Costa Health Services • Coordinated disinfection of workplace locations impacted by COVID-19 infected employees • Quick response to open actions items within the District Safety Committee. The District Safety Committee received six Safety Suggestions in the past year.
