BORBA FOR HER SERVICE ON THE CONTRA COSTA WATER DISTRICT BOARD OF DIRECTORS On April 6, 2022, Contra Costa Water District (CCW D) Board of Directors President Lisa M. Borba announced that after 12 years of dedicated service, she would be resigning from the CCWD Board, effective April 22, 2022. Attached for the Board's consideration is a proposed resolution commending Ms. Borba for her service. BORBA FOR HER TWELVE YEARS OF SERVICE ON THE CONTRA COSTA WATER DISTRICT BOARD OF DIRECTORS WHEREAS, Lisa M. Borba was appointed to the Contra Costa Water District (CCWD) Board of Directors in April 2010, representing the cities and communities of Concord, Pacheco, Clyde, Bay Point, and parts of Pittsburg, Martinez, and Pleasant Hill; and WHEREAS, under her leadership, CCWD provided superior service to customers, bolstered its reputation as a trusted regional partner, and fulfilled its mission to strategically provide a reliable supply of high-quality water at the lowest cost possible, in an environmentally responsible manner; and WHEREAS, Ms. Borba has overseen substantial infrastructure advancements related to local water supply storage, which have improved CCWD's water quality and will boost local water supply resiliency for CCWD and the region, including the construction and operation of the Los Vaqueros Reservoir Expansion Phase I Project and the formation of the Joint Powers Authority to carry forward the Los Vaqueros Expansion Phase II Project; and WHEREAS, Ms. Borba helped foster a more collaborative relationship between CCWD and Central San for the betterment of both agencies, including providing informative State of the District presentations on CCWD's local water supply, updated water rates, recycled water usage, and major construction projects at Central San's Board of Directors' meetings on April 21, 2016, and October 3, 2019; and WHEREAS, during her tenure, CCWD, Central San, and Santa Clara Valley Water District (Valley Water) executed the April 30, 2018, Memorandum of Understanding to conduct a preliminary feasibility evaluation of the Refinery Recycled Water Exchange Project (Water Exchange Project), a visionary project that would dramatically increase the amount of water recycled in Contra Costa County, while helping to expand important regional water partnerships, stretch regional water supplies, and boost Bay Area water supply resiliency; and WHEREAS, Ms. Borba served as the Chair of the Water Exchange Project Ad Hoc Board Liaisons Committee to facilitate discussion and further collaboration between the partner agencies in working together to evaluate the feasibility of this innovative project concept; and WHEREAS, Ms. Borba served the public on the CCWD Board of Directors for twelve years with six years as Board President. Borba is hereby commended for her distinguished service and leadership to CCWD during her tenure as a Board Member and Board President, resulting in its continued success as a high-performance organization committed to exceptional customer service and fiscal responsibly, providing high-quality water at the lowest cost possible.
