General Manager Written Announcements
EMERGENCY SITUATION UPDATE
1) Termination of Emergency Declaration on March 22, 2022 regarding a Broken
Force Main in Orinda
At the April 7, 2022 Board meeting, Collection System Operations (CSO) staff provided
an update regarding the Lower Orinda force main damage. The Board continued the
emergency situation pending receipt of outstanding invoices related to the repair.
Subsequently, the District has received and processed all invoices associated with the
declared emergency. Therefore, the emergency declaration is no longer required and is
considered terminated.
CSO staff will present its findings, lessons learned, and improvements made to the
locating section to both the Engineering and Operations Committee and full Board at a
future meeting.
OUT-OF-STATE CONFERENCE
2) General Manager Roger S. Bailey Attendance at the National Policy Fly-In,
Washington, D.C.
The National Water Policy Fly-In will be held at the Hilton Hotel in Washington D.C. from
April 26 through April 29, 2022. This conference is sponsored by the National Association
of Clean Water Agencies (NACWA), Water Environment Federation (WEF), the Water
Research Foundation (WRF), and WateReuse. Mr. Bailey is a Board member of NACWA
and will be attending their Board meeting on Thursday, April 28.
Mr. Bailey will also participate and network at a plenary session on United States
Environmental Protection Agency (EPA) water priorities with congressional speakers and
directors from the EPA. He will also be meeting with Lobbyist Marcus Faust and attend
some meetings on the Hill with key staff members of the Congressional delegation that
Mr. Faust will schedule.
The conference cost is included in the FY 2021-22 Budget for Training and Conferences.

3) Central San Welcomes New Records Program Administrator Eileen Hansen
Eileen Hansen joined the Secretary of the District Office on April 11 as the new Records
Program Administrator. She comes to Central San from West County Wastewater District
in Richmond where she was a Management Analyst. Prior to that, she has worked as an
elementary school teacher, in operations management at a major airline, and in a number
of cultural organizations. But records management is her passion! Shortly after moving
from Chicago to the Bay Area in 2010, she completed her M.A.R.A. (Masters of Records
Administration) degree at San Jose State and is very excited to be part of an organization
that prioritizes a comprehensive records program. Outside of work, Eileen loves to read,
hike, cook (especially experimenting with ethnic foods), garden and spend time with her
two grown sons.
4) Central San Welcomes New Accounting Technician Morgan Lowry
The Finance Division welcomed a new team member Morgan Lowry, Accounting
Technician on April 11. The Accounting Services team is excited for Morgan's new role in
accounts payable, receivable, and expenses. Morgan comes to Central San from the City
of Pittsburg, with a background in accounting where she spent the last four years. She
was raised in Oakley and currently lives in Pittsburg. She is pursuing her degree in
accounting and loves traveling, hiking, going to the beach.
5) Update on Personnel Actions — First Quarter 2022
Attachment 2 provides the Human Resources report covering personnel actions for
January 1 through March 30, 2022.
PROJECT UPDATES
6) Public Bidding of Walnut Creek Sewer Renovations, Phase 16, District
Project 100023
The Walnut Creek Sewer Renovations, Phase 16, is part of the ongoing Collection
System Sewer Renovation Program. This project will renovate up to 11,000 feet of sewer
mains, primarily 6-inch and 8-inch clay pipelines, within the City and unincorporated limits
of Walnut Creek or unincorporated Alamo. Construction activities will include open-trench
and trenchless methods within public rights-of-way and private easements. Community
outreach is being performed through online resources and will be posted on the District's
website. Additionally, notification letters have been sent to the impacted resident and
neighborhoods.
This project will be advertised on April 26 and May 3, 2022, with a bid opening scheduled
for May 17, 2022. The Engineer's estimate is $4,900,000. More information will be
presented when the Board is asked to award the construction contract on June 16, 2022.

7) General Manager Authorized Contracts, Agreements, Etc. — First Quarter 2022
The Board delegated various authorities to the General Manager via Board Policy
No. BP 037 — Delegation of Authority to General Manager, including the authority to enter
into certain agreements and contracts on behalf of the District. Additionally, the Board
requested an announcement when construction projects have been accepted, which
occurs when the Notice of Completion is recorded with the County Recorder's Office.
The Board also requested notification of certain legal claim settlements. Following is a
recap of each of these items for the period January 1 through March 30, 2022:
