MEETING)
At the November 18, 2021, Board of Directors (Board) meeting, Board Member Lauritzen raised the issue
of staff investigating net zero, as it relates to climate change impacts. In response to this request, staff
prepared the attached presentation and reviewed it with the Real Estate, Environmental and Planning
Committee at their February 23, 2022 meeting. The Committee's feedback has been incorporated and
staff is now bringing it to the full Board for discussion.
At the April 7, 2022 Board meeting, the discussion was continued to this Board meeting.

WHAT IS NET ZERO?
Net zero refers to a state in which the GHG emissions going
into the atmosphere are balanced by removal out of the
atmosphere.
Generally, emissions are bounded by a `scoped' approach:
Scope 1 — direct entity-owned or controlled GHG emissions
occurring at the source;
Scope 2 — GHG emissions associated with the production of
energy consumed by an entity; and
Scope 3 — indirect GHG emissions associated with an entity's
activities from sources not owned or controlled by the entity.
