Staff will present an update of the emergency situation of a broken force main that occurred March 22,
2022 in Orinda.

LOWER ORINDA FORCEMAIN DAMAGE UPDATE
On March 22, 2022, at 12:06 p.m., CSO Dispatch
received a call from a contractor to inform the
District they had just drilled into a sewer line on
Camino Pablo in Orinda
CSO crews arrived on site at 12:20 p.m. and
confirmed that a force main had been damaged

• CSO Supervisor (T. Gantt) started
communications with the Lower Orinda Pump
Station Operator (G. Palmer)
It was determined that a 24-inch force main was
damaged. The 24-inch force main was isolated,
and flow was routed to the 16-inch force main
The overflow was stopped at 1 :44 p.m. The
duration of this overflow was 116 minutes and it
resulted in a 23,200 gallons CAT 1 overflow

CSO crews immediately began cleaning the
public right-of-way and San Pablo Creek
Pumping activities continued for approximately
24-hours. All pumps and equipment were
removed from the EBMUD WTP at 10:00 p.m. on
March 23rd
Environmental Science Associates inspected the
creek and did not have any remedial actions for
the cleanup of San Pablo Creek
EBMUD WTP defined as East Bay Municipal Utility District Wastewater Treatment Plant

- In addition, on the morning of March 23rd, CSO
worked with Capital Projects to repair the
damaged force main
CSO construction crews excavated for the repair
and Capital Projects had a welder from Mountain
Cascade Inc. repair the pipe
The force main was tested, backfilled, and final
paved on March 24th

LOWER ORINDA FORCEMAIN DAMAGE UPDATE
Three invoices pending — Mountain Cascade Inc.
(pipe repair), Environmental Science Associates
(biologist), and ServiceMaster (creekbank
cleanup)
CSO staff and the District's Safety Officer are
investigating why the District's force mains were
not marked in the field per locating procedures
CSO staff will present their findings and lessons
learned to the Engineering and Operations
Committee at a future meeting.
