OUT-OF-AREA INDUSTRY AND TRAINING CONFERENCES
1) General Manager Roger S. Bailey to attend the Global Water Summit in
Madrid, Spain from May 16-19, 2022
The Global Water Summit will be held at the Novotel Madrid Center in Madrid, Spain from
May 16 through May 19, 2022. Mr. Bailey is attending as a member of the Water Leaders
Group. He will attend the Water Leaders meeting that will take place during the summit
and participate in various roundtable sessions.
Mr. Bailey will also attend break-out sessions on zero carbon, water technology strategies,
the finance behind delivering improved water and sanitation, accelerating new models for
desalination, global climate trends, supersizing potable water reuse, and the digital
frontier. He will also participate in one-on-one meetings on the utility sector and the supply
chain.
The Global Water Leaders Group will pay for the conference registration and hotel stay
costs and will reimburse the cost of the airfare once Mr. Bailey's attendance is commenced.
2) Secretary of the District Katie Young to attend Technical Training for Clerks
in Riverside, California from March 15-18, 2022
Ms. Young will attend the Technical Training for Clerks (TTC) Series 200 Classes on
March 15-18, 2022. TTC Institute curriculum consists of four "Series" of 30 hours each for
a total 120 hours. Completion of all four series is approved to satisfy all International
Institute of Municipal Clerks (IIMC) educational hour requirements for a Certified
Municipal Clerk credential, and University of California Riverside (UCR) Academic Senate
units for an optional California Professional Municipal Clerk Certificate offered by the
UCR Extension. Series 200 topics include but are not limited to, Origins and Formation of
Social and Political Systems, Election Law and Procedure, Local Government Finance,
Event Logistics, Protocol and Roles, Technology in the Clerk's Office, Team/Group
Decision Making, Communication Skills, Organizational Valued and Ethics, and The Clerk
as a Professional. Attendance at this conference is included in the Fiscal Year 2021-2022
Technical Training, Conferences and Meetings budget.
3) Director of Engineering and Technical Services Jean-Marc Petit to attend the
P3 Water Summit in San Diego, California from April 7-8, 2022
Mr. Petit will attend the P3 Water Summit annual program which will examine how
alternative project delivery methods are being used to advance critical water projects of
all sizes across the country. The Summit will explore topics on innovative approaches in
project design, build, risk, financing, and Operations and Maintenance that offer
communities new ways to meet complex water, wastewater, and stormwater challenges.

It will be attended by public agency representatives, utility operators, and industry experts
nationwide to discuss the latest modes of water infrastructure delivery. The 2022 Summit
is dedicated to alternative delivery methodologies for owners, operators, and industry
partners.
4) Staff to Attend California Water Environment Association Annual Conference
in Sacramento, California from April 11-14, 2022
The California Water Environment Association's (CWEA) 89th Annual Conference will be
held at the Hyatt Regency Sacramento from April 11 through April 14, 2022. The morning
of April 13, Central San is the featured presenting agency at CWEA.
A total of 15 Central San employees will be attending, with six attending as presenters
(listed below). Employees are attending for a variety of other purposes:
• To attend educational workshops and learning sessions,
• To serve on the Safety Committee,
• Serve as a Board member,
• Availability to accept awards for which Central San is nominated.
In addition, this conference will provide the opportunity to connect and build relationships
with other water and wastewater professions from around the state in a time where
Central San is looking to collaborate with other agencies on innovative items which has
been a priority. It also allows attendees to speak directly with exhibitors who offer the
latest technologies and advances in the industry.

PROJECT UPDATES
5) Public Bidding of Outfall Monitoring Improvements, District Project 100018
Central San conveys final effluent from the treatment plant to Suisun Bay through a
3.5 mile, 72-inch reinforced concrete pipeline, known as the Outfall Pipeline. Due to the
existing clay soils or Bay mud, Central San maintains infrastructure to monitor movement
on the Outfall. This project will perform repairs, as well as replacement, for several
inclinometers and leveling monuments.
This project will be advertised on March 21 and 28, 2022. The bid opening is scheduled
for April 14, 2022. The Engineer's estimate is $390,000. More information will be
presented when the Board is asked to award the construction contract on May 19, 2022,
tentatively.
6) Solar Project on the Lagiss Property recent Developments
The California Environmental Quality Act (CEQA) environmental review process for
Central San's Solar Project on the Lagiss property has cleared its 30-day Statute of
Limitations period with no legal challenge. Also, a Burrowing Owl specialist has been
retained to conduct the four promised spring/summer site surveys, the first of which is
planned for mid-March.
