TO CONDUCT THE ANNUAL REVIEW OF BOARD MEMBER COMPENSATION AND BENEFITS AND CONSIDER AMENDING DISTRICT CODE SECTION 2.04.030, COMPENSATION OF BOARD MEMBERS SUBMITTED BY: INITIATING DEPARTMENT: KATIE YOUNG, SECRETARY OF THE SECRETARYOF THE DISTRICT DISTRICT Roger S. Bailey General Manager ISSUE Pursuant to a resolution adopted in 2012, the Board must conduct an annual review of Board Member compensation and benefits at a properly noticed public hearing held during the first quarter of each calendar year. BACKGROUND I n April 2011, Contra Costa Grand Jury Report No. 1104 contained recommendations that all cities and special districts conduct an annual public review of compensation and benefits provided to their respective Councils and Boards, and determine whether changes are warranted. I n response to those recommendations, in February 2012, the Board adopted Resolution No. 2012-018, establishing a formal review of Board Member compensation and benefits to be held at a properly noticed public hearing during the first quarter of each year. Most recently, in October 2021, the Board rescinded the resolution and replaced with a comprehensive Board Policy which continued the set established public hearing review. Staff is updating its annual surveys of other local and statewide agencies containing information regarding Board Member meeting stipends and other compensation, including benefits, as well as a chart showing where the Central San Board Member meeting stipend falls in comparison with other agencies. This information will be reviewed by the Administration Committee at its March 1, 2022 meeting. ALTERNATIVES/CONSIDERATIONS None. FINANCIAL IMPACTS None. COMMITTEE RECOMMENDATION Setting of the public hearing was not reviewed by a Board Committee because Central San is required to hold a public hearing in accordance with Policy Section 1.a. within Board Policy No. BP 045 - Board Compensation, Benefits, and Non-Travel Expense Reimbursement. RECOMMENDED BOARD ACTION Set a public hearing for March 17, 2022 at 2:30 p.m. to review Board Member compensation and benefits and consider amending District Code Section 2.04.030, Compensation of Board Members.
