Energy Usage - December 2021 February 3, 2022 Regular Board Meeting Agenda Packet- Page 57 of 72 Page 2 of 4 Attachment 1 Board Meeting of February 3, 2022 General Manager Written Announcements ENERGY CONSUMPTION 1) Fourth Quarter Update on Central San's Energy Usage Central San actively tracks greenhouse (GHG) emissions to optimize the use of energy at its facilities in the most cost-effective and environmentally responsible manner. The attached energy dashboard contains a breakdown of Central San's energy usage for the month of December 2021 along with a comparison of the energy used during the fourth quarter of the calendar year. The chart shows the cost breakdown of Pacific Gas and Electric (PG&E) and Marin Clean Energy (MCE) electricity. ENVIRONMENTAL COMPLIANCE 2) 2021 Title V Clean Air Act Annual Report Submitted Central San's Treatment Plant has two air quality permits: the annual Permit-to-Operate (PTO) issued and enforced by the Bay Area Air Quality Management District (BAAQMD), and the five-year Federal Title V Major Facility Air Permit (Title V Permit) issued and enforced by both BAAQMD and the United States Environmental Protection Agency. Central San is required to prepare a comprehensive report annually, summarizing its compliance status for both the Title V Permit and the PTO. During the reporting year of 2021, Central San complied with all Title V and PTO permit requirements except for four permit deviations: a bypass event on Furnace 1, an opacity deviation on Furnace 1, an inoperative monitor occurrence on the Cogeneration nitrogen oxides monitor, and an inoperative monitor occurrence on the Auxiliary Boiler 2 landfill gas flowmeter. BAAQMD issued one Notice of Violation in 2021 for the furnace bypass event. Regulatory Compliance staff works closely with the Operations and Maintenance divisions to identify the root cause of each permit deviation, implement any necessary improvement actions, and communicate the findings and response actions to BAAQMD. The 2021 Title V Clean Air Act Annual Report was submitted to BAAQMD by January 31 , 2022. A copy of the report will be available upon request from Central San's Secretary of the District. February 3, 2022 Regular Board Meeting Agenda Packet- Page 58 of 72 Page 3 of 4 Written Announcements February 3, 2022 Page 2 of 2 PROJECT UPDATES 3) Public Bidding of Danville Sewer Renovations, Phase 4, District Project 8466 The Danville Sewer Renovations, Phase 4, is part of the ongoing Collection System Sewer Renovation Program to replace high maintenance, deteriorated sewers that are at the end of their useful life. This project will renovate up to 9,200 feet of sewer mains, primarily clay pipes, within the Town of Danville and unincorporated Alamo service area. Construction activities will include open-trench, pipe-bursting and cured-in-place pipe methods within public rights-of-way and private easements. Due to COVID-19, the community outreach is performed through online resources and posted on the District's website. Notification letters have been sent to the impacted residents and nearby neighborhoods. This project will be advertised and bid in March of this year. The Engineer's estimate is $4,100,000. More information will be presented when the Board is asked to award the construction contract at its April 21, 2022 meeting.
